ADVISORY COMMISSION ACTION R PUBLIC SAFETY MEETING SUPPORTING DOCUMENTS DATE REVIEWED APPROVED DENIED 03/16/2010 x x ® MINUTES: January 19, 2010 minutes of the Public Safety, Health and Welfare Commission COUNCIL ACTION TAKEN: APPROVED ❑ DENIED ❑ OTHER MINUTES OF MEETING January 19, 2010 Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission was held at the City Hall Council Chambers and was telecast on local Government Cable Channel 12. CALL TO ORDER: The January 19, 2010 meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7:00 p.m. MEMBERS PRESENT: Brian Hagen, Angela Chambliss, Todd Chambliss, Jim Neuenfeldt MEMBERS ABSENT: Ben Franczok STAFF PRESENT: Deputy Director of Public Safety Pete Koerner, Fire Chief Bob Byerly, Sergeant Mike Coffey Approval of minutes: Chairperson Hagen presented the November 17, 2009 minutes for review. On a motion by Commission Member Jim Neuenfeldt, seconded by Commission member Angela Chambliss the November 17, 2009 minutes were approved as submitted. Motion carried. Approval of agenda: Chairperson Hagen presented the January 19, 2010 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Angela Chambliss to amend the Agenda to reflect that there is no Planning Commission agenda items for January 27, 2010 to discuss, seconded by Commission member Jim Neuenfeldt, the amended January 19, 2010 agenda was accepted and approved by the Commission. Motion carried. OPEN FORUM Chairperson Hagen invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no added items, Chairperson Hagen closed the Open Forum segment of the meeting. PRESENTATION Power Point presentation from Sergeant Mike Coffey regarding snowmobile enforcement and winter parking ban Page 2 PSHWC Meeting January 19, 2010 Sergeant Coffey put on a power -point presentation for the Public Safety Commission that covered current snowmobile and winter parking ban ordinances. The presentation was well received by the Commission. COMMUNITY DEVELOPMENT The Planning Commission had no agenda items for the Commission to review. There being no comments by the Commission, this portion of the meeting was closed. OLD BUSINESS None at this time. NEW BUSINESS None at this time. ADMINISTRATION Terms of Commission members Commission members Todd Chambliss and Angela Chambliss advised they would serve another term. Commission member Ben Franczok was absent and unable to confirm serving another term. Chairperson Hagen advised he would contact him to find out if he desired to serve another term. Commission member Brian Hagen was re- appointed to serve as the Commission Chair and Commission member Angeea Chambliss was appointed to serve as the Vice Chair. RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND REQUESTS Nothing at this time. COMMISSION COMMENTS AND REQUESTS None at this time. STAFF REPORTS POLICE - Captain Koerner advised the Commission that the Police Division as well as other city departments have joined Facebook. We are trying to utilize i to get out quicker information out to the public pertaining to public safety issues and /or city issues. The city also joined with NIXLE which is a way of getting alerts from the police or public works. We will still use the city newsletter in the water bills, city's web page to get information out, this is just another way to keep informed. Page 3 PSHWC Meeting January 19, 2010 Captain Koerner also wanted to remind everyone of the "Move Over Law" which is now in effect. When you see an emergency vehicle, either a police, fire or ambulance, to slow down and move over a lane. The law has been changed to include public works vehicles and tow trucks. Captain Koerner took this time to acknowledge the hard work and volunteer hours that our Reserve Officers do to help with the extra duties that they help with. They have put in over 2,000 hours this past year, helping with traffic details and with the Strawberry Festival, Holiday Train, and many other civic activities. FIRE - Fire Chief Bob Byerly informed the Commission that six fire fighters are finishing their Fire Fighter 2 course and will be taking the State Fire test at the end of the month. He also added that the Fire Division received a $1,000 donation from Marathon Petroleum and will be used to purchase two ice rescue suits for their ice rescue training He went on to say that FEMA has been in contact with him regarding a grant to replace two ambulance stretchers with power lift stretchers which will hold a patient up to 750 pounds. Total calls for service were up 10% for the year 2009 and topped out at 2129 total call. He also added that last week there was Taser training that was excellent. COUNCIL- Council member Justin Olsen wanted to say that he is the Council Liaison for the Public Safety, Health and Welfare Commission for this year and that he served as a member on this Commission for several years. He went on to talk about the Holiday Train and that it had a phenomenal year due in part by the citizens of Cottage Grove, Newport and St. Paul Park, raising over $55,000.00 on a goal of $40,000.00 and congratulations thank you to anybody who made it out there and participated in the event. The City Council approved a CUP for the city's first residential wind turbine. Council member Olsen also had the opportunity to ride along with a city snow plow driver recently and would encourage citizens to please be courteous to the snow plow drivers when the plows are out in the event of a snow storm. They need to get the roads done in a specific amount of time and not to mention keep them cleared for our Public Safety vehicles. He Page 3 PSHWC Meeting January 19, 2010 went on to thank them for the fantastic job they do and to keep up the good work. He also wanted to thank Commission Chair Brian Hagen for completing a "Pink Ribbon Riders" raising funds for those with breast cancer and asked Brian to give some information about this. Brian stated that the total amount raised was over $41,000.00 not including silent auctions that were held. They have a web site, pinkribbonriders.com for those interested in checking them out. He went on to say that about 83% of the funds raised go back to the recipients, so anyone with breast cancer can apply for it and if they meet the criteria they can receive a $500 gift card to be used anyway they wish. He added that a lot of benefits raise funds for research and this is to raise funds for those with breast cancer to use themselves. ADJOURN Motion by Commission member Todd Chambliss, seconded by Commission member Jim Neuenfeldt to adjourn the meeting at 7:35 p.m. Motion carried.
