Chair Japs called the meeting to order at 7:00 p.m. MEMBERS PRESENT. Glen Brown, Lorraine Brown, Beverly Gross, Herb Japs, Jan Japs, Leon Peterson, Frances Ratzlaff, MEMBERS ABSENT: Judy Spooner OTHERS PRESENT: Councilmember Mark Grossklaus John M. Burbank, Senior Planner Wayne and Angi Butt Burbank introduced Leon Peterson as the newest member of the ACHP. Peterson introduced himself and shared his interest in history with the Committee. The agenda was approved as mailed. The minutes of the October 13, 2009 special meeting were approved as mailed. There were no minutes for the December 9, 2009 regular meeting as it was canceled. There were no open forum items. • s - None A. John FurberlVandenberg House — Certificate of Appropriateness Request Burbank introduced Wayne and Angi Butt, a couple who is interested in purchasing the historic Vandenberg house at 7310 Lamar Avenue (SHPO #WA -CGC -001), which is on the City and National Historic Landmark Registers. The Butts are requesting that a certificate of appropriate- ness be issued if they are successful in acquiring the property. The certificate would allow for a phased modification to the exterior of the structure. They stated that they have made an offer on the property with a contingency relating to City approval on their building /construction plans. Advisory Committee on Historic Preservation Minutes January 12, 2010 Page 2 of 2 Burbank noted that the issuance of a Certificate of Appropriateness requires review by the City ACHP, the City Council, and the State Historic Preservation Office. The information that was presented to the City for review was discussed by the ACHP. The prospective owners explained their plans to the Committee. After a general discussion, the con- sensus of the ACHP was that the preliminary plan details proposed seemed to be consistent with preservation standards. The Committee requested formal drawings of the proposed building modifications prior to taking additional action. Burbank stated that a formal application for the Certificate of Appropriateness will be required prior to the issue going to the City Council. The ACHP requested the Butt's to bring additional information to their next regular meeting. B. 2010 Meeting Schedule Burbank shared the 2010 ACHP meeting schedule with the Committee. The ACHP confirmed that the dates were acceptable as proposed. C. Historic Coins /Strawberry Festival Burbank reported that he was beginning the design process for the 2010 historic coins. He suggested that the ACHP consider coordinating with the Strawberry Festival Committee. The ACHP agreed and Burbank said he would provide additional information. HISTORIC INQUIRIES AND EDUCATIONAL INFORMATION Burbank identified some of the informational education items that were included in the packet. There were no Council comments. COMMITTEE COMMENTS There were no Committee comments. STAFF COMMENTS Burbank reported that Councilmember Grossklaus was the new council liaison, but was unable to attend the night's meeting due to a work conflict. Jan Japs moved to adjourn the meeting. Frankie Ratzlaff seconded, and the meeting adjourned at 8:50 p.m. CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION SPECIAL MEETING OCTOBER 13, 2009 Pursuant to due call and notice thereof, a special meeting of the Advisory Committee on His- toric Preservation was duly held at the Cottage Grove City Hall, 7516 — 80th Street South, Cottage Grove, Minnesota, on the 13th day of October, 2009. Chair Japs called the meeting to order at 7:00 p.m. MEMBERS PRESENT: Beverly Gross, Herb Japs, Jan Japs, Frances Ratzlaff, Glen Brown, Lorraine Brown, MEMBERS ABSENT: Judy Spooner OTHERS PRESENT: John M. Burbank, Senior Planner The agenda was approved as mailed. There were no minutes to approve, as the July 14, 2009 quorum was not met, and the September meeting was canceled. There were no open forum items. noWNIFUMMIRT Burbank presented the ACHP with their 2009 historic wooden coins for distribution to friends and family and identified that the coins had been passed out at the Park Homecoming Parade. He also indicated that they were given to the Public Safety Department, Mayor, and City Council for the distribution at the upcoming Halloween Parade. The remaining coins would be distributed at City Hall and the Holiday Train. Burbank reported that he had been getting a lot of inquiries about the Historic Furber/ Vandenberg House. Burbank identified that the Economic Development Authority bought a gross of historic playing card decks for distribution at the Chicago Retail Shopping Center trade show. He stated that he did not have any new information on the Phase II historic card project to present to the committee at this time. Advisory Committee on Historic Preservation Minutes October 13, 2009 Page 2 of 2 The ACHP reviewed the recording of the first Oral History Project produced by the SWCTC, and had a discussion on the content and footage. NEW BUSINESS Burbank shared a photo album of 35 mm slides that contained old photographs of the City that was presented to the City by the family of Carl Carlson, a former director of Public Works. The ACHP reviewed the slides and held a general discussion. Glen Brown offered firsthand accounts to some of the slides. Burbank stated that he would cull interesting photos that could be used for the phase II historic card project. Burbank presented material he received form Peter Johnson, who is a student that completed a school research project on the William Furber house. The ACHP reviewed the information and held a general discussion. Burbank shared a book, Alfred Tennyson (1881) The Poetical Works of Alfred Tennyson. Philadelphia: j.b. Lippincott and Company that was donated to the City, which was originally given to Morris Watson (son of John Watson) in 1883 by his pastor Burbank identified that several historic properties are currently vacant, and asked the ACHP if they had any insight as to actions the City should take to ensure they do not fall into neglect. The ACHP reviewed the information and held a general discussion. Burbank reported that he would keep the Committee up to date.
