Re: County Road 74 (65 Street) Road Improvement Update
The City was notified by Washington County on March 18, 2010 in a letter from Wayne
Sandberg, PE that the County was not able to financially meet the obligations of the proposed
turnback at this time due to the challenging economic conditions. The County is committed to
improving the road surface of 65 Street and will be performing a mill and overlay rehabilitation
to the pavement. The rehabilitation will extend from CSAH 13 to CSAH 22 in Newport. This is
an advantage over the turnback. In the turnback agreement the Newport section of roadway
would not have seen improvements in 2010, leaving drivers with a rough road surface in that
section. Under the current proposal the Newport section will see an improved driving surface
as well as Cottage Grove. The County recognizes that the mill and overlay is a temporary fix
to the ride quality of the road and is committed to plans for a future turnback which addresses
drainage repairs, a trail extension and improved sight lines along the roadway. The County is
committed to making the improvements to the pavement on 65 Street during the 2010
construction season.

Per our phone conversation of Monday, March 15, 2010 — this letter is notification that
Washington County will perform a pavement rehabilitation project on County Road 74 (65
Street South) in 2010. The project limits will are identified as the portions of road, not recently
reconstructed, between County State Aid Highway (CSAH) 13 (Hinton Avenue) and CSAH 22
(Hastings Avenue). This includes segments of road in Cottage Grove and Newport.
The scope of this pavement rehabilitation project will be significantly smaller than the negotiated
turnback project. The cost of the negotiated turnback, coupled with the potential need for ROW
acquisition and the need to modify city utilities, pushed the project cost and schedule beyond
that which can be allotted for this project at this time. We recognize the community need to
address the pavement conditions, and this revised project will do so.
We look forward to continuing to work with both communities, as well as the watershed district,
residents and other stakeholders to develop a plan to transfer the jurisdiction of this road to the
city. In the interim, we believe that a fast, low cost pavement rehabilitation project is the best
and appropriate strategy to ensure the safety and economic viability of this roadway.
