ADMINISTRATORS COMMENTS: Citv Administrator Date CITY OF COTTAGE GROVE MINNESOTA To: Honorable Mayor and City Council Ryan Schroeder, City Administrator From: Allan Larson Date: 3/1912010 Subject: 2010 Traffic Control Analysis Report — Pine Glen, Pinehill, Meadow Acres & Degardners Additions BACKGROUND: The Pine Glen, Pinehill, Meadow Acres & Degardners Additions were developed as a local /local residential roadway system with limited traffic control within the area, which was the policy at that time. Residents in the neighborhood have expressed concern regarding the traffic control. Also Council's revisions to the City's Traffic Control Policy in 3/19/07 and past direction to have uniformity in traffic control signage in the City. Staff has evaluated the existing traffic control in this project area and made recommendations, revisions that conform to current City and Minnesota Manual on Uniform Traffic Control Devices (MMUTCD) standards. DISCUSSION: Public Safety Comments Public Safety did not identify any problem areas that would be concerning related to the traffic control changes. The two Public Safety Memo are attached. Resident Notice A resident notice was sent to all within the study area: Five residents e -mail back concerns on the proposed change to 97 and Hamlet Avenue intersections. They stated "as a 4 -leg intersection the signage should remain." Staff has reviewed their concerns and agrees, as a 4 -leg intersection the signage will remain with Stop Control on 97 Street. Two residents at the Public Works Commission Neighborhood Meet voiced concerns about two intersections at 97 Street & 98 Street and Heath Avenue line of sight limitation at the NW corner of the intersections. Staff has reviewed their concerns and recommends removal of the trees causing the sight limitations. The stop signs at NW corner of the intersections are to remain until the trees have been removed. • Residential Calls: 1. A resident voiced concerns about visibility issues at Hamlet Avenue and Harkness Avenue related to a bus stop. Staff has sent a letter to the resident in question on tree trimming to improve the line of sight at this intersection. 2. A resident was concern about tracking gravel from 100 Street onto Heath Avenue as a safety issue. Public Works will look into the possibility of paving the north shoulder of 100 Street to stop gravel from tracking onto Heath Avenue as cars make the right turn at this intersection. The proposed changes are reflected in the report for approval. Traffic Control Changes An anticipated May time table is planned for the traffic control changes in the study area. When traffic control changes are made at the existing 4 -way stop intersections, temporary warning signs should be installed in advance of all approaches. Red flags should also be temporarily installed on all permanent stop signs at these intersections. CONCLUSION: Public Works Commission met on March 8 for review and discussion and made the following motion: MOTION MADE BY GARY KJELLBERG, SECONDED BY ALEX CHERNYAEV TO ACCEPT THE 2010 TRAFFIC CONTROL ANALYSIS FOR PINE GLEN, PINEHILL ACRES, MEADOW ACRES & DEGARDNERS ADDITIONS, NOTING THERE IS A VISIBILITY ISSUE AT 98 AND HEATH TO BE ADDRESSED, MOTION WAS UNANIMOUSLY CARRIED. 7 M. • Based on the traffic analysis and assessments presented in this report, staff is recommending that the City Council formally adopt the requested sign changes in the Traffic Control Analysis Report for Pine Glen, Pinehill Acres, Meadow Acres & Degardners Additions, to meet current City policy. ATTACHMENTS: Resident Notice — February 23 Public Safety Memo's — March 3rd & March 22nd Traffic Control Analysis For PINE GLEN, PINEHILL ACRES, MEADOW ACRES DEGARDNERS ADDITIONS MARCH 2010 PURPOSE and NEED The purpose for the traffic control study is to evaluate the existing traffic controls in the project area and make recommendations for additions, removals, and revisions in order to conform to City and Minnesota Manual on Uniform Traffic Control Devices (MMUTCD) standards, and to provide consistent traffic control throughout the project area. Figure 1 shows the Study Area EXISTING CONDITIONS The current functional classification of the roadway system in the study area is local - local, residential with connection points to 95 Street, Hadley Avenue, and 100 Street, listed as Collector roadways. EXISTING TRAFFIC CONTROL The existing condition assessment included a field review of the existing signing. Also noted was the intersection control: 2 -way or 4 -way stop, or uncontrolled. Figure 2 shows the Existing Traffic Control in the study area. The study area is residential, with private driveways on all local streets in the study area. The two private roadways of Hamlet Lane and Hamlet Court have multi - family residential housing. There is a bituminous trail on the east side of Hamlet Avenue from 100 Street to 120 feet north of 98 Street to Pine Glen Park. Two short stub bituminous trails exist to Pine Glen Park: Hamlet Avenue, next to Hallmark Avenue and 97 Street, between Haines Avenue and Haines Court. Parking is allowed along all local roads in the study area. All local roads are two lane not striped roadways. All collector roads bounding the study area are striped two or four lane roadways. TRAFFIC CONTROL ANALYSIS The existing traffic control was analyzed by studying the area as a whole, and by reviewing each intersection and roadway to note any special conditions. It is important to provide signing and intersection control consistently throughout the study area. City and Minnesota Manual on Uniform Traffic Control Devices (MMUTCD) provides standards, guidelines, and recommendations for traffic control on all public roadways in the State. The City of Cottage Grove also has written policies regarding the placement of signing and striping. (Policy adopted 3/19/07) The proposed signing revisions to the study area are based on the recommended signing criteria indicated below: At T- intersections, State law dictates that traffic on the "T" approach leg shall yield to traffic on the through leg. Therefore, T intersections with local -local roadways will be uncontrolled. Due to higher volume of traffic on collector and higher roadways, it is desirable for traffic on the "T" approach leg to stop at these intersections. Therefore, stop signs will be installed at the "T" approach leg at all "T" intersections with roadways with a classification of collector or higher. It is difficult to clearly determine which vehicles are required to yield at a 4- leg intersection. Therefore, all 4 -leg intersections will have stop control on the minor street. If the intersection is of two local roads, determination of the road to stop will be made by reviewing the surrounding roadways. 4. For higher volume intersections, analysis will be made based on the warrants in the MMUTCD regarding all -way stop control or signalization of the intersection. 5. Warning signs shall be used only where special conditions exist. Overuse of these signs will make them ineffective. Therefore, warning signs will be installed on collector and higher roads to warn of unexpected conditions. On local roads, warning signs will only be installed to warn of conditions not typically encountered on a low speed residential street. The statutory speed limit on residential roads is 30 mph. Therefore, speed limit signing is not normally needed on these roadways. Speed limit signing will be installed on local residential roadways if the speed limit is other than 30 mph, or where the 30 mph speed limit is not apparent. 7. On roads with classification of collector or higher, speed limit signs will be located after major intersections, at the locations of speed limit changes, and at other locations as determined by Engineering study. 8. City policy states that all mid -block crosswalks will be marked and crosswalk signs will be installed. If the speed limit is above 30 mph, or if there are sight restrictions approaching a crosswalk, advance crosswalk signs will be installed. 9. The City has an unofficial policy regarding NO OUTLET signs. These signs will be installed, when requested by residents, if the terminus of the roadway cannot be seen from the intersection. Existing DEAD END signs will be removed and replaced with NO OUTLET signs. STUDY AREA ANALYSIS In general the signing in the study area conforms to the above criteria. For example, most local -local "T" intersections are uncontrolled, and the "T" intersections with collector or arterial roadways are controlled on the minor approach leg with stop signs. The following detailed areas are where existing signing is in place that does not meet the above criteria, or where signing needs to be installed to meet the criteria. 1. There are locations where stop signs are located on the "T" legs of local -local intersections. There were no observed sight restrictions at these locations. The STOP signs should be removed at the following locations: (CRITERIA # I local - local roadways will be uncontrolled.) a. Heath Avenue at 99 Street b. Heath Avenue at 97 Street C. Humes Avenue at Hamlet Avenue d. 94 Street at Hamlet Avenue e. Hamlet Avenue at Harkness Avenue 2. The existing "T" intersections of 97 and 98 Streets at Heath Avenue have a line of sight limitation on NW Corner of Heath Avenue. It is recommended that the stop signs remain on Heath Avenue NW corner until the City can work with the residents to have the trees removed and the sight limitations corrected. (CRITERIA # 1 local -local roadways will be uncontrolled.) 3. Existing 4 -leg intersection: The STOP signs should be removed at the following location: ( CRITERIA # 3 stop control on the minor street) a. Harrow Avenue at 97 Street b. 98 Street at Hayward Avenue 4. There are yellow curve warning signs located in the project area. However, none of these conditions are excessively dangerous nor unexpected in a residential area. Additionally, these signs are not consistent when looking at the area as a whole. Therefore, it is recommended that the following signs be removed: (CRITERIA # 5 local roads, warning signs will only be installed to warn of conditions not typically encountered on a low speed residential street.) a. Yellow left turn (Arrow) sign with 10 mph advisory plaques on Lower 94 Street and Hale Avenue b. Yellow left turn (Arrow) sign with 10 mph advisory plaques on Lower 94 Street and Hallmark Avenue c. Yellow left & right turn (Arrow) signs with 10 mph advisory plaques on Flames Avenue 5. Existing 4 -leg intersection: The STOP signs should be installed at the following location: (CRITERIA # 3 stop control on the minor street.) a. 98 Street Courts (North & South) at 98 Street b. Hayward Avenue and Hayward Court at 98 Street C. Hale Avenue (North & South) at 94 Street d. Ilallmark Avenue (North & South) at 94"' Street There are speed limit signs located throughout the project area that are located in the residential areas, where the statutory speed limit applies. The speed limit signs should be removed at the following locations: (CRITERIA # 6 statutory speed limits on residential roads is 30 mph) a. Heath Avenue between 96" Street and 97 Street (SB Traffic) b. Heath Avenue between 99 Street and 100 Street (NB Traffic) C. Harkness Avenue between Harkness Court and 95` Street (NB Traffic) There are no existing pedestrian crossing signs at mid -block trail crossings with local roads to the Pine Glen Park. In order to conform with the City's policy, pedestrian crossing signs (WI 1-2) with down arrows (W16-7p) should be added at the following locations: (CRITERIA # 8 all mid -block crosswalks will be marked) a. Hamlet Avenue and Hallmark Avenue b. 97 Street and flames Avenue C. Hamlet Avenue and 98 Street 8. Based on field review, there was one location where the through road ends in a cul -de -sac that is not visible from the intersection, if requested by residents, NO OUTLET sign may be added at the following intersection. (CRITERIA # 9) a. 97 Street and Hames Court RECOMMENDATIONS Based on the traffic analysis and assessments presented in this report, the following changes are recommended, Figure 3 shows the Recommended Traffic Control Modifications in the study area. Red flags should also be temporarily installed on all permanent stop signs at these intersections. It is recommended that the temporary traffic control be in place for approximately one month. All traffic control changes will take place following the snow and ice season. These traffic control changes are in response to a traffic system study of your neighborhood. The City Council has directed City staff to review all traffic control devices of the City in a systematic fashion to conform to the current street sign policy. Over each of the past four years the City has selected an area of the City in which to conduct a traffic control study. The area that was reviewed this year is generally bounded by 100th Street on the south, Hadley Avenue on the west, Heath and Harkness Avenues on the east, and 92 Id Street on the north. In general, the signing in this study area conforms to City and State policy; however, there are locations where traffic control changes are recommended to meet the current policy: T- Intersections: The sign policy states that local roadway to local roadway at T- intersections will be uncontrolled. The STOP signs should be removed at the following locations: f Heath Avenue at 99 Street • Heath Avenue at 98' Street • Heath Avenue at 97 Street • 97 Street at Hamlet Avenue • Haines Avenue at Hamlet Avenue • 94 Street at Hamlet Avenue • Hamlet Avenue at Harkness Avenue 4- Leg Intersections: The sign policy states that stop control will be on the minor street, while the major street will not be stopped. The STOP signs should be removed at the following locations: • Harrow Avenue at 97 Street • 98 Street at Hayward Avenue The STOP signs should be installed at the following locations: • 98 Street Courts (North & South) at 98 Street • Hayward Avenue and Hayward Court at 98 Street EQUAL OPPORTUNITY EMPLOYER • Hale Avenue (North & South) at 94 Street • Hallmark Avenue (North & South) at 94 Street Pedestrian Crossing Signs: The policy states that all mid -block crosswalks will be marked with pedestrian crossing signs. The pedestrian signs should be installed at the following locations: • Hamlet Avenue and Hallmark Avenue • 97 Street and Haines Avenue • Hamlet Avenue and 98 Street Warning Signs: The policy states that on local roads warning signs will only be installed to warn of conditions not typically encountered on a low speed residential street. The warning signs should be removed at the following locations: • Yellow left turn (Arrow) sign with 10 mph advisory plaques on Lower 94 Street and Hale Avenue • Yellow left turn (Arrow) sign with 10 mph advisory plaques on Lower 94 Street and Hallmark Avenue • Yellow left & right turn (Arrow) signs with 10 mph advisory plaques on Hames Avenue The enclosed maps indicate the intersections with proposed traffic control changes as referenced above. Residents can attend the March 8, 2010 Public Works Commission meeting to be held at 7:00 P.M. at the Cottage Grove Public Works Facility, 8635 West Point Douglas Road South, to comment and learn more about the proposed traffic control changes, All proposed traffic control changes will take place in May. There will be advance traffic control devices notifying motorists of the changes. There will be barrels at the intersections with stop signs added and flagging will be done in conjunction with the new signage as well. There will also be advanced notice to motorists where stop signs were removed to indicate a traffic control change ahead. Upon checking our records over the last three years, we did not note any specific areas with a problem. Any accident reports were sporadic and there were no patterns or areas of concern identified. Officers do traffic enforcement in the area but a majority of the activity is on 95 Street and Hadley Ave. if there are specific areas that you feel need to be addressed let us know. City o. w. • Public Safety To: Allan Larson — Public Works Engineering Division From: Deputy Director of Public Safety Peter Koerner Date: March 22, 2010 Subject: SPEED LIMIT SIGNS As you are aware, MN State Statue 169.14 Subd, 2 (a)(1), Speed limits, does regulate the speed to 30 miles per hour in an urban district. Minnesota State Statue does govern the speed however a speed limit sign is not specifically required. In the areas between 91S and 100 and Hadley Ave and the Industrial Park, we do not need a speed limit sign on each of the roads. Whether there is a sign or not does not affect our enforcement efforts. If there is a specific street that you would like us to comment on please let us know. Unless there is a specific roadway, we would prefer that we stay consistent. When we checked our records over the last three years, we did not note any specific problem areas.
