Re: MSA Route Revisions
Background /Discussion
The Minnesota Department of Transportation (MnDOT) through State Aid has been reviewing
cities Municipal State Aid (MSA) to determine if route networks were buildable. State Aid
asked each city to review its network for buildability or demonstrate that a non - existent route
was part of a future plan for development. After completing the review of the City's Municipal
State Aid Street (MSAS) system the following revocations and designations are recommended.
The following are proposed routes to be revoked which are non - existing:
• Part of MSAS 116 - 85th St. (Non - Existing) — Ravine Pkwy. to Kimbro Ave. (0.50 Miles)
• MSAS 118 — 90th St. (Non- Existing) — Kimbro Ave. to Manning Ave. (TH 95) (1.40
Miles)
• MSAS 119 - Indian Blvd. (Non- Existing) - Keats Ave. (CSAH 19) to Lamar Ave. (1.05
Miles)
• Part of MSAS 120 Ravine Parkway — 0.18 miles west of Keats Avenue to non existing
Indian Boulevard (0.41 existing and 1.43 non existing for a total of 1.84 miles)
The proposed routes to be revoked do not present any issues or problems with future road
plans. Since the completion of the East Ravine AUAR those road segments would not have
aligned or were not proposed to exist as part of the plan. Once those miles are revoked then
the corresponding mileage can be applied elsewhere in the community. The goal of
reassigning the mileage was to complete the Ravine Parkway and incorporate 90 Street from
CSAH 19 to Jamaica into the system to provide for future funding options for reconstruction.
Based upon that above criteria the proposed routes to add would be as follows:
• MSAS 124 90th St. -Jamaica Ave. to Ravine Pkwy. 0.18 miles west of Keats Avenue -
(1.13 Miles)
• MSAS 120 Ravine Parkway — 0.18 mile west of Keats Avenue to Keats Avenue (0.41
existing and 3.09 non existing miles for a total of 3.50 miles).
Recommendation
It is recommended the Council adopt the attached resolution approving the route changes to
the City's Municipal State Aid system.
RESOLUTION NO. 2010-
RESOLUTION APPROVING MSA ROUTE DESIGNATION REVISIONS
WHEREAS, it appears to the City Council of the City of Cottage Grove
that the streets hereinafter described as revocations should have designations
as a Municipal State Aid Street removed under the provisions of Minnesota law,
and
WHEREAS, it appears to the City Council of the City of Cottage Grove
that the streets hereinafter described as designated as a Municipal State Aid
Street under the provisions of Minnesota law;
NOW THEREFORE, BE IT RESOLVED by the City Council of Cottage
Grove that the roads described as follows, to wit:

Street of said City, subject to the approval of the Commissioner of Transportation
of the State of Minnesota, and
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and
directed to forward two certified copies of this resolution to the Commissioner of
Transportation for consideration, and
BE IT FURTHER RESOLVED, that upon approval of the designation of said
roads or portion thereof, that the same be constructed, improved and maintained
as a Municipal State Aid Streets of the City of Cottage Grove.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, approves the MSA
route designations and revocation revisions.

The following documents must be submitted before further processing can occur:
A Commissioner's Order will follow after the City Council resolution is received and approved by the
Commissioner.
NOTE:
If the City Council resolution is received by the DSAE before May 1, 2010, routes designated can receive needs in
2010. Include the road data with the normal computer needs update. Also include the revisions on the Certification of
Mileage due in January 2011. If you have any questions, contact your DSAE or Marshall Johnston at (65 1) 3 66-3 815
for instructions.

Comments:
For system continuity, we are requesting the renumbering of WAS 121 to MSAS 120. Because the route being
renumbered is already on the MSAS system, it does not need to be included in the CC resolution, but do revise your
Needs this year.
There is a difference in the lengths of the existing portion of Ravine Parkway at 90' Street between your request and
what was constructed in project SAP 180- 120 -001 which was awarded in 2006. The project length is 0.41 and your
requested length is 0.38. I have used the constructed length for the length in this request.
