NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, authorize the application and when awarded, accept on behalf of the Cottage Grove Fire Division, grant funding from CenterPoint Energy in an amount up to $1,384.08 and a 50 -50 match in the amount of $1,384.08 by the city and authorize the purchase of two (2) Altair 5 multi -gas atmosphere monitors at a total cost of $2,768.16. Stransky, City Clerk City of Cotta Grove Minnesota To: Honorable Mayor and City Council City Administrator Ryan Schroeder Public Safety Director Craig Woolery From: Fire Chief Bob Byerly Date: April 13, 2010 Subject: CenterPoint Energy Grant INTRODUCTION The Cottage Grove Fire Department applied for a grant from CenterPoint Energy on April 13, 2010. The grant opportunity is through the Company's 2010 Community Partnership Grant Program and was required to be received at CenterPoint Energy by April 16, 2010 to be considered. Normally we would ask Council's permission before applying but this grant had a quick turnaround for paperwork to be submitted. BACKGROUND The Cottage Grove Public Safety Department responds to all basic life support and advanced life support medical calls for the cities of Cottage Grove, Newport, St. Paul Park and Grey Cloud Island and all fire service calls in Cottage Grove and parts of Grey Cloud Island. Many of our responses each year involve gas alarms, patients with possible carbon monoxide exposure symptoms, gas leaks, etc. Our fire or EMS crews enter utilizing a four gas atmosphere monitor to check for potential gas leaks or explosive levels. Our 4 current multi -gas monitors are 10 -12 years old and nearing the end of their life expectancy and we have the potential for not getting replacement parts if repairs are needed. The scope of this grant is directed towards safety monitors and emergency response. The purpose of multi -gas detectors is to continuously monitor oxygen, combustible gases, carbon monoxide, and hydrogen sulfide in any combination which may be dangerous to crews or patients. The current purchase price of replacement multi- gas atmosphere monitors is $1,384.08 per unit and these units would be expected to last 10 years or more. The grant amount is a 50 -50 match and we would like to purchase 2 atmosphere monitors for a total price of $2,768.16 with the City share being $1,384.08. Our Fire Command staff routinely monitors our equipment needs, ages of equipment, breakdowns, etc. and although our current monitors are performing up to standards, due to their ages and potential lack of parts if they fail, it would seem to be a good time to apply for this safety grant. We would monitor the performance of all of our gas monitors and use the still functioning gas monitors as backups in case of breakdown. ACTION REQUESTED Staff request permission that if we are awarded the CenterPoint Energy grant, to purchase two Altair 5 multi -gas atmosphere monitors.
