Subject: Environmental Commission Membership
On June 3, 2009 the City Council created an Environmental Task Force to advise the City on
issues of environmental equity, quality, safety and health. The task force first met on August 5,
2009. On January 23, 2010 during a Strategic Planning Event the Council directed that the
Task Force convert to full status as a City Commission. On February 17, 2010 Council
adopted actions creating this Commission.
Due to the issues dealt with by this Commission the Mayor has requested that Council
consider expanding membership of the Commission from seven members to nine, as is the
case with the Planning Commission. Should Council concur with that suggestion the attached
ordinance could be considered for adoption effecting that change.
Options:
1. Do nothing; would result in the Commission functioning as is
2. Adopt the proposed Ordinance; would result in expansion of the membership which
would therefore result in a recruitment effort to place additional Commissioners. New
Commission members are brought to the Council by the Commission Chair and the
Council Liaison, who in this case is Councilmember Olsen
3. Provide other direction
Recommendation:
By motion adopt the enclosed ordinance expanding membership of the Environmental
Commission.
ORDINANCE NO. XXX
AN ORDINANCE FOR THE CITY OF COTTAGE GROVE, MINNESOTA,
AMENDING TITLE 2, SECTION 1 OF THE COTTAGE GROVE CITY CODE
RELATING TO THE ENVIRONMENTAL COMMISSION
The City Council of the City of Cottage Grove, Washington County, Minnesota, does
hereby ordain as follows:
SECTION 1. AMENDMENT 'The Code of the City of Cottage Grove, County of
Washington, State of Minnesota," shall be amended by amending Title 2 -1 -2, Subsection A to
read as follows:
2 -1 -2: COMPOSITION; APPOINTS; TERMS OF OFFICE; VACANCIES
A. Composition; Appointment; Terms: Each commission shall consist of seven (7)
members, each appointed by the Council for terms of two (2) years, except the Planning
Commission and the Environmental Commission The Planning Commission shall
consist of nine (9) members, each appointed for terms of three (3) years. The
Environmental Commission shall consist of nine (9) members each appointed for two
year terms. Term years shall begin on March 1.
No commission member may serve more than three (3) consecutive two (2) year terms
on any one (1) commission, with the exception of the Planning Commission, in which no
member may serve more than two (2) consecutive three (3) year terms. The Council
may, by special application, appoint a commissioner for one (1) term in excess of the
limit provided in this subsection where it is determined that such would serve the best
interests of the City. A goal of the City is not to have a majority of terms on a
commission expire in any given year.
SECTION 2. EFFECTIVE DATE This ordinance shall be in full force and effect from
and after its passage and publication according to law.
