RE: Update on Community Center Task Force
The Community Center Task Force has been meeting since last spring and is now in an
intensive period of examining issues related to a community center. When the Task Force
process was initiated, it was decided that at various points in the process the Task Force
would recommend to the City Council whether or not the study of a potential community center
should proceed. At the April 6 meeting, the Task Force unanimously recommended that the
work of the group continue.
The key accomplishments of the Task Force include:
Center Program
Working with consultant Ballard and King, the Task Force has developed a list of components
to be included in a center. This is considered a preliminary building program and includes a
range of sizes for these components:

Preliminary Site Investigation
To begin the scoping process for potential sites, the Task Force considered various sites which
met the minimum size requirement of 10 aces. The results of the Task Force's preliminary site
discussion are listed below:
Highest Preferred Sites:
Site No. 7 — Fire Station No. 2
Site No. 9 — South Washington County Service Center /Cottage Grove Ravine Regional
Park.
Preferred Sites:
Site No. 6 — Highland Park
Site No. 10 — Cottage View
Continue Consideration Sites:
Site No. 1 — Hamlet
Site No. 2 — Home Depot
Site No. 8 — Kingston Park /Grey Cloud Elem. /Cottage Grove Middle Schools
Site No. 11 — Langdon
Eliminated from Consideration:
Site No. 3 — City Hall /Library
Site No. 4 - Oakwood Park
Site No. 5 — Ice Arena /Park High School.
It is expected that before a final decision is made on a preferred site or sites, more detailed
analysis will be completed. Additional sites will also be considered.
Partnership Options
The Task Force has explored options for partnering with private operators, both for profit and
not for profit organizations. The following summarizes the advantages and disadvantages of
the various options:
City -Owned Advantages:
Community Center: • Control of facility design
• Control of activities and programs offered
• Community pride in ownership
• Typically lower rates for users
• Typically offer day use opportunities
Disadvantages:
• Higher capital cost to community
• Ongoing operating subsidy

YMCA: Advantages:
• Provide community- centered activities and programs
• Lower capital cost for community
• No ongoing operating cost
Disadvantages:
• No community control over activities and programs
• Higher fees from typical community center
• Day use not encouraged and more expensive than city -
owned facilities
Lifetime Fitness: Advantages:
• Generally perceived to be higher quality fitness facilities
• Lowest capital cost for community
• No ongoing operating cost
Disadvantages:
• No community control over activities and programs
• Highest cost
• Day use not allowed
At this point the most viable option appears to be a partnership with the YMCA. Staff has had
very preliminary discussions with the YMCA regarding a facility being located in Cottage
Grove. The Task Force is studying agreements other cities have reached with the YMCA.
Next Steps
In the coming months the Task Force will undertake the following:
Further work on partnership options.
Refine the Facility program.
Prepare preliminary estimates of capital and operating costs.
