Re: Workshop: CSAH 22 (70 "' Street) Corridor Study Update
Background /Discussion
Washington County, in partnership with the City, has been studying the ultimate
road design of CSAH 22 (70 Street) from Goodview Avenue to Hinton Avenue.
The ultimate road design is for traffic projects in 2030 which would indicate a
four -lane road section. Enclosed for review are roadway layout sheets for the
corridor. The current design has an estimated cost of $23.5 million. At the
workshop session we will discuss funding options, strategies and timeframes.
Currently, this project is not programmed in Washington County's CIP or in the
City's CIP for the entire project corridor. The intersection that had funding
programmed was for the 70 and Hardwood Avenue intersection related to
signalization, which is already in place because construction was advanced.
Items of special concern:
1. Limited turning movements at Goodview Avenue and Goodview Court.
2. Area of impact or the construction limits just west of Goodview Court;
extensive retaining wall.
3. Limited turning movements at Granada Avenue.
4. Meadow Grass Avenue — not shown with a signal, but would request a
signalized intersection even though spacing requirements are not met.
5. Area of impact at Hardwood Avenue is significant with retaining walls;
please refer to renderings of the intersection.
6. Continue with right -in- right -out at Pine Arbor Lane; the developer has made
requests for this to be a full access. The developer was aware of the
access requirements prior to developing. Discussion will take place on
alternatives for this intersection.
7. There is a signal proposed at Hinton Avenue and 70 Street.
8. Ideal Avenue is limited to right -in- right -out onto 70 Street. Anticipating this
will be a concern with residents.
9. Homestead Avenue is limited to right -in -right -out onto 70 Street.
Anticipating this will be a concern with residents.
10. The pedestrian crossing at Idsen Avenue to Highlands Park. Requests
have been made to provide a pedestrian crossing at this location. County
will outline their concerns regarding this request. One option may be to
extend a trail from Idsen Avenue to Hinton Avenue to allow pedestrians to
cross at an intersection.
