Re: 2010 RESERVE ACADEMY
As you are aware several changes have been made to the Reserve Officer
program over the course of the last year. The most significant change has been
the creation of an academy that all new Reserve recruits will attend prior to
beginning time on the street. This academy was developed after a thorough
examination of neighboring departments' requirements for their programs. With
the assistance of Officer Lindeen, an eight -week academy was developed. Our
newest recruits were expected to attend a weekly Wednesday night session
lasting 4 hours.
Topics covered were as follows:
- Introduction and review of Reserve Officer policy and procedures
- Review of all mandated city policies
- Data Privacy
- Familiarization to a police car
- Report writing
- 800 mhz radio functioning and usage - Washington County Dispatcher
- Geography /mapping
- Citizen arrests -City Attorney Joe Taylor
- K9 introduction
- Motorist assists
- Parking violations
- Misc reports
- CPR /AED /First Aid -EMS Director Wes Halvorson
- Vehicle lockouts
- Animal complaints
- Taser
- Use of Force
- Traffic control /direction
As you can see each of these Reserves were introduced to the topics they may
face while functioning as a Reserve with the police department. It was our goal
to provide them with the most knowledge possible to allow them to perform their
duties accordingly and assist the citizens of Cottage Grove.
Our Reserves volunteer approximately 2000 hours of service time annually and
most do this in addition to their full time jobs, school and family life. These
volunteers allow our full time officers to stay available when parade and other city
events occur.
To recognize the accomplishments that our newest Reserves have made, I ask
for a short presentation at the March 3, 2010 city council meeting. It is my intent
to introduce each of our newest Reserves, provide a brief overview of the training
they endured and present them with a Certificate of Accomplishment.
The first Reserves to complete the Academy are:
Matthew Weaver
Justin VanHalanger
Richard Constable
Shawn Blakemore
Brittany Cekalla
