RESOLUTION NO. 2010-
RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND
ESTABLISHING A BID DATE FOR THE 2010 SEAL COAT PROGRAM
WHEREAS, plans and specifications have been prepared in accordance
with the City standards and specifications for the 2010 Seal Coat Program; and
WHEREAS, the City Engineer has presented such plans and
specifications to the City Council for approval.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, as follows
1. Sealed bids will be received in the office of the City Clerk until 11:00
a.m. on Thursday, April 1, 2010.

The 2010 Seal Coat Program is primarily located in an area that is east of Jamaica Avenue,
south of 80 Street, north of East Point Douglas Road, and west of Keats Avenue.
Seal coating is a common preventive maintenance activity in Minnesota performed by most
cities, counties, and MN /Dot districts.
The primary reason to seal coat a bituminous pavement is to protect the pavement from the
deteriorating affects of sun and water. When the pavement is exposed to sun, wind and water,
the bituminous hardens, causing the pavement to become more brittle. As a result, the
pavement will crack because it is unable to bend and flex when exposed to traffic and
temperature changes. A seal coat combats this situation by providing a waterproof membrane,
which not only slows down the hardening process, but also helps the pavement to shed water,
preventing it from entering the gravel sub -base material.
DISCUSSION:
Plans and Specifications
Plans and specifications have been prepared in accordance with the City's standards and
specifications. The engineers estimate for this improvement is $313,400.00. Funding for this
project will come from the City's General Fund as outlined in the current CIP and 2010 budget.
Bid Date
An April 1, 2010, 11:00 AM bid date offers ample time to provide the legal advertisement and
notification to contractors.
It is recommended the Council adopt the attached resolution approving the plans and
specifications and establishing an April 1, 2010 bid date for the 2010 Seal Coat Program
