WHEREAS, the Cottage Grove Fire Division is to use this funding to assist in the purchase of three (3) Stryker Power Pro stretchers and three (3) Transfer Flat Lifting tarps to be used by Public Safety personnel responding to BLS and ALS medical calls and help in lifting patients found in awkward, cramped positions, for a total cost of $35,677.00. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, accept on behalf of the Cottage Grove Fire Division, grant funding from FEMA for the 2009 Assistance to Firefighters Grants Program, Minnesota Division of Homeland Security and authorize the purchase of three (3) Stryker Power Pro stretchers and three (3) Transfer Flat Lifting tarps using the awarded grant funding from FEMA of $32,110.00 and the 90/10 city match of $3,567.00 for a total cost of $35,677.00. Stransky, City Clerk City of Cotta Grove Minnesota To: Honorable Mayor and City Council From: Fire Chief Bob Byerly Date: February 8, 2010 Subject: 2009 Assistance to Firefighters Grant Iar:101RI P& d1010I The Cottage Grove Public Safety Department requested Council permission in May, 2009 to apply for the 2009 Assistance to Firefighters grant for battery operated power lift stretchers for our ambulances. Permission was given by the Mayor and Council at the Council meeting on May 6, 2009, Agenda Item # 4H to apply for this grant. The grant request was for the purchase of 3 Stryker Power Pro Stretchers and 3 Transfer Flat lifting tarps for a total of $35,677.00, with the AFG portion of $32,110.00, the City match of 10% is $3,567.00. DISCUSSION The Cottage Grove Public Safety Department recently received notification from FEMA and the Department of Homeland Security (DHS) that our grant application submitted under the Fiscal Year 2009 Assistance to Firefighters Grant has been approved. Our patients are getting heavier and in our coverage areas, we respond to patients who are 500 pounds or heavier quite often. Our current stretchers are only rated for 500 pounds and on several occasions ambulance personnel were afraid of stretcher malfunction and would not extend the legs of the stretchers and utilized extra firefighters to respond to the hospital to lift the stretchers so the legs would not have to be extended. The new stretchers are rated to hold a patient up to 750 pounds. We are hoping these stretchers will keep fire and EMS personnel safe when lifting patients, plus keep the patient safe, In August, 2009, while doing a 4 person lift on a bariatric patient, a firefighter's shoulder was injured and the firefighter has not been able to return to work yet after having surgery. Staff request permission to accept the FEMA grant for the purchase of 3 Power Pro stretchers and 3 Transfer Flat lifting tarps.
