AUTHORITY REVIEWED El El El El El SUPPORTING DOCUMENTS ® MEMO /LETTER: ❑ RESOLUTION: ❑ ORDINANCE: ❑ ENGINEERING RECOMMENDATION ❑ LEGAL RECOMMENDATION: ❑ 0 - 1 HER: ADMINISTRATORS COMMENTS ACTUAL AMOUNT APPROVED DENIED ❑ ❑ ❑ ❑ ❑ ❑ ❑ ❑ ❑ ❑ ❑ ❑ COUNCIL ACTION TAKEN: AP ROVED ❑ DENIED ❑ OTHER http:/ 1156 .142.9.31intranet/Administration Forms /City Council . 5 ction Form - Read Only.doc Resolution of Support For the City of Cottage Grove to Pursue Yellow Ribbon City Status WHEREAS, many families support their military service members who are serving in the United States and overseas to protect the values and freedom enjoyed by the citizens of the United States of America; and WHEREAS, The Minnesota National Guard has pioneered a program which empowers community leaders to synchronize efforts and build an enduring network of support for service members and families throughout the deployment cycle; and WHEREAS, the program known as the Yellow Ribbon Community Campaign is a reminder that supporting service members cannot end when they return home from deployment; and WHEREAS, In order for a city to become a Yellow Ribbon City, leaders and interested persons from all sections of the community including; businesses, churches, educators, youth organizations, medical service providers, public safety and law enforcement, social service providers, and Veteran's organizations are encouraged to participate in the initial meeting and in all future planning; NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, supports all City and community actions necessary for the City of Cottage Grove to be named a Yellow Ribbon City in accordance with The National Guard's program standards; BE IT FURTHER RESOLVED, that the City Council of the City of Cottage Grove fully supports and encourages Cottage Grove community groups to actively plan and participate in any and all future Yellow Ribbon activities including the initial Community meeting, creation of the Action Plan and future community events designed to support our military personnel and their families. Stransky, City Clerk CITY OF COTTAGE GROVE MINNESOTA Below is the road map for Cottage Grove to become a Yellow Ribbon City. Once the resolution passes staff will begin planning the community meeting. How to Become a Yellow Ribbon City 1. Host a Community Training Event This event is for community leaders and anyone interested in learning about how they can support their community members. Our community arranges the time, date and location for the initial training event. The Yellow Ribbon team provides the training. Target Markets for Initial Event Who should be involved? Community training should include representatives from these key groups: • Businesses • Faith -Based Community Organizations • Elected Officials • Educators and Youth Organizations • Medical Service Providers • Public Safety and Law Enforcement • Social Service Providers • Veterans Organizations II. A Press Release is sent out to announce Initial Beyond the Yellow Ribbon Training. III. At the initial event, leaders from Beyond the Yellow Ribbon Team will present why supporting military families is important to our City. A recently returned Service Member or family member will also share their deployment story. IV. Attendees will be broken out into their specific markets, (businesses, clergy, elected officials, etc) for a brain storming session led by a professional from the Beyond the Yellow Ribbon Team. It is here where local leaders from each market can be discovered. 2. Develop an Action Plan At the end of the initial training; we must identify volunteers to build the action plan. We can with the Warrior to Citizen Campaign. Once our group approves the plan, which includes components from each of the target markets, we submit it to the Minnesota National Guard who will take it to the Governor. CITY OF COTTAGE GROVE MINNESOTA 3. Start today ... Become a Yellow Ribbon City Once the Governor proclaims us a Yellow Ribbon recipient, the work begins! Example of a Yellow Ribbon City Action Plans are below. Yellow ribbon community goals to strive for: Educators & Youth Organizations can: • Conduct staff and teacher training on considerations of children with a deployed parent • Develop support groups for families and children of deployed service members Elected Officials can: • Offer community education classes on the needs of military families during deployment • Coordinate local events to demonstrate respect for military families Employers can: • Created apprenticeship and preferred employment opportunities for returning Service Members • Stay connected with employees that are deployed and their families Faith Based Communities can: • Conduct a Congregational Care Conference to understand military families' emotional needs • Create networks to volunteer support to service members in need household help Law Enforcement & Public Safety can: • Provide safety and security to military families with a deployed service member • Attend educational seminars on returning soldiers and their family members • For training contact the Upper Midwest Community Policing Institute at 651- 917 -2255 or www.umepi.org Veterans Organizations can: • Support, mentor or volunteer with local Family Readiness Groups • Offer annual classes on new benefits to veterans and their families
