City Administrator Date
CITY OF COTTAGE GROVE
J MINNESOTA
TO: Mayor and Members of the City Council
Ryan Schroeder, City Administrator
FROM: Howard Blin, Community Development Director
DATE: February 11, 2010
RE: Establishment of Environmental Commission
Proposal
That the City Council adopt an amendment to the City Code establishing a standing Environmental
Commission to replace the existing Environmental Task Force.
Discussion
The Environmental Task Force was established in May 2009 and has since studied the 3M Incinerator
as well as other air emissions and water quality issues. At the January 23 City Council goal setting
session, it was determined that the Task Force should become an ongoing City advisory commission.
Attached is an amendment to the City Code which establishes the Commission. It is proposed that the
commission will meet on the second Wednesday of each month and the meetings will be televised.
Action should also be taken to appoint the existing Task Force members to the Commission. As with
most other City Commissions, members would eventually be appointed for two -year terms. To avoid
having all terms end at once, it is suggested that initial terms be staggered for one, two, and three year
periods. Task Force members have been asked for their preferred term length. The proposed initial
terms listed below follow as closely as possible the preferences of members:
One -Year Term
Patrick McLoughlin
Rita Isker
Two -Year Term
Patrick Lynch
Christopher Lethgo
Barbara Gibson
Three -Year Term
Matthew Porett
Matthew Loyas
