Persons may address the City Council on subjects fhat are not a parf of the Regular Meeting agenda,
but must limit remarks to two (2) minutes. Open forum will adjourn to the Regular Meeting promptly at
7;30 p.m. Open Forum and a portion of the Regular Meeting are televised LIVE, airing on Government
Channel 16.

A. Accept and Place on File the Following Minutes: None Submitted.
B. Consider approving the 2010 currency exchange license renewal application through
the Minnesota Department of Commerce for Tina LuymeslDBA in Concert, Iocated at
7280 East Point Douglas Road.
Staff Recommendation: Approve the renewal application.
C. 2010 Fuel Consortium Purchase Program Update.
Staff Recommendation: Receive update.
D. Consider designating the South Washington County Bulletin as the City's Official
newspaperfor2010.
Staff Recommendation: Designate the South Washington County Bulletin as the City's Official Newspaper
� for 2010. The 2010 rate is $12.14 per column inch.
E. Consider authorizing the purchase of one APX 7000 VHF/700/800 multi-band portable
radio for approximately $5,600.00. Upon receipt of the invoice and payment by the
City, this purchase would be reimbursed through the Metropolitan Emergency Services
Board.
Staff Recommendatron: Authorize the purchase.
F. Consider reaffirming the Public Purpose Policy.
Staff Recommendation: Reaffirm the policy effective January 7, 2010.

G. Approve the City Council meeting schedule for 2010.
Staff Recommendation: Amend the 2010 Regular City Council Meeting schedule by canceling the August
4 and August 18 meetings and scheduling a regular meeting for August 11; and schedule Budget
Warkshop Sessions for July 28, August 4, and August 18 (if needed).
H. Consider appointing Alex Chernyaev to the Public Works Commission.
Staff Recommendation: Appoint Alex Chernyaev to the Public Works Commission.
I. Consider authorizing a submission of proposal to Newport for Inspections Services.
� Staff Recommendation: Authorize the submission.
5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
6. PUBLIC HEARWGS
A. Hold the public hearing and consider authorizing issuance of a massage business
license to Ramona Westerberg/DBA The Healing Piace of Cottage Grove, 8617 West
Point Douglas Road.
Staff Recommendation: Hold the public hearing and authorize issuance of the /icense. Ms. Westerberg is
relocating her existing business to the new /ocation. During the required background investigation, no facts
were found that would constitute a basis for denial of the application.

8. UNFINISHED AND NEW BUSINESS
A. 1. Consider appointing Council Member Grossklaus as Mayor Pro Tem for 2010. 2.
Consider ratifying Mayor Bailey's appointments of representatives or liaisons to various
commissions and committees for 2010.
Staff Recommendation: Approve the appointments. �
B. Consider an application for a conditional use permit to aliow the installation of a 113-
foot tall, 10-kilowatt wind turbine at 6749 Geneva Avenue South.
Staff Recommendation: The Planning Commission recommended approval of the conditional use permit.
