COUNCIL ACTION REQUEST
Hold the public hearing and consider authorizing issuance of a massage business license to
Ramona Westerberg /DBA The Healing Place of Cottage Grove, 8617 West Point Douglas
Road.
STAFF RECOMMENDATION
Hold the public hearing and authorize issuance of the license. Ms. Westerberg is relocating
her existing business to the new location. During the required background investigation, no
facts were found that would constitute a basis for denial of the application.

Subject: Massage Business Application
Background
The City of Cottage Grove has received an application from Ramona Westerberg to operate
massage business at 8617 West Point Douglas Road in Cottage Grove (Point West Business
Center).
Ms. Westerberg is currently licensed by the City as a massage therapist and to operate a
massage business out of her home at 7850 Lamar Avenue South in Cottage Grove. She has
operated this business since 2007 and has applied for renewal of her licenses for 2010, but
has since decided to move and expand her business to the new location. The Public Safety
Department has already conducted their investigation for renewal of her current licenses and
has not found any facts that would constitute a basis for denial of the applications. Public
Safety Director Woolery confirmed that no further investigation would need to take place in
order for Ms. Westerberg to operate out of her new location.
Our city code requires that a public hearing be held for a new massage business license
application, and that notices be mailed to property owners within a 500 -foot radius of the
proposed business. These notices were mailed to the four property owners on December 11,
2009.
With the expansion of her business, Ms. Westerberg plans to hire additional massage
therapists. Each massage therapist would need to undergo a background investigation and be
licensed by the City of Cottage Grove. As Ms. Westerberg will no longer be the sole massage
therapist working at her business, the business license fee exemption as stated in our city
code will no longer apply. Ms. Westerberg has already paid this fee and the fee for renewing
her massage therapist license.
Recommendation
Hold the public hearing and authorize issuance of the massage business license to Ramona
Westerberg /DBA The Healing Place of Cottage Grove to operate at 8617 West Point Douglas
Road.

NOTICE IS HEREBY GIVEN, the City of Cottage Grove has received an
application from Ramona Westerberg /DBA The Healing Place of Cottage Grove to
operate a massage business at 8617 West Point Douglas Road, Cottage Grove,
Washington County, Minnesota.
A public hearing will be held on said application on Wednesday, January 6,
2010, at 7:30 p.m., by the Cottage Grove City Council, at the Cottage Grove City
Hall Council Chamber, 7516 80 Street South, Cottage Grove, Washington County,
Minnesota.
At the hearing, the City Council will afford the applicant and all interested
persons an opportunity to be heard, and shall have the discretion to consider, in
granting or denying the application, any reasonable fact or circumstance relating to
public health, safety and welfare.
