BACKGROUND
The City of Cottage Grove displays a large plaque recognizing Eagle Scouts that is located
outside the Council Chamber at City Hall. This plaque was donated by Ed's Trophies in
memory of Ed in 1993. Engraved nameplates on this plaque recognize individuals who have
earned Eagle Scout certifications. Currently there are 196 individuals named on the plaque,
dating back to 1967.
1 have been the contact for Eagle Scout recognitions by the City since 1998 and cannot speak
to the practices before that, but our current practice is to recognize individuals who earn their
Eagle Scout certifications while they are residents of the City, whether or not the Troop is
actually located in the City. Generally we receive notifications either directly through the Troop
Leader or by invitation cards to attend Court of Honor ceremonies. Originally we used the
Court of Honor date on the City Hall plaque, but more recently, we have been inviting the
individual to attend a City Council meeting where we present him with a small plaque and
recognize the date of this presentation on the City Hall plaque.
The City has been approached by a Cottage Grove resident, Mr. James Battles, who had
earned his Eagle Scout certification back in 1969 through Troop 221 but was not named on our
plaque and would like to be recognized. The expense of removing most of the 196 nameplates
(we have received a quote of $2.00 /nameplate) to place Mr. Battles' nameplate in the correct
chronological order is not a financially responsible option for the City, and to place it out of
sequence disrupts the layout of the plaque. Our solution is to place Mr. Battles' nameplate on
the plaque with the date of 1/20/2010, the date of recognition by the City Council, and also to
have the date of November 21, 1969, the original Eagle Scout certification date, engrave on
the plate. This practice would be put in place for any similar requests in the future. Mr. Battles
is agreeable to this.
COUNCIL REQUEST
Recognize Mr. Battles' Eagle Scout certification through the Boy Scouts of America, and
authorize the practice of placing dual -dated nameplates for similar requests in the future.
