RE: Rural Taxing District — Amend Resolution No. 06 -239
Proposal
Adopt a resolution amending Resolution No. 06 -239, which lists properties in the rural taxing district
City staff reviewed the list of properties in Resolution No. 06 -239 and found all the properties listed
still qualify for the rural tax status. Other rural properties not on the list were also reviewed to
determine if they should be added to this list. None were found. Staff did find some technical
corrections necessary in the resolution, but these corrections will not result in the removal of any
property from the rural taxing district list.
Background
On January 19, 2000, the City Council adopted Ordinance No. 674, which established a rural taxing
district and determined a tax ratio for lands in the rural taxing district. A resolution listing the
properties in the rural taxing district was adopted on May 17, 2000 (Resolution No. 00 -94). On
November 15, 2006, the City Council amended this resolution which resulted in adding and deleting
certain properties on the list. The criteria for a rural tax status are:
• The property must be zoned agricultural; and
• At least 50 percent of the property is in agricultural use.
Properties not meeting the above criteria would be treated, from a tax rate perspective, in the same
manner as urban properties in the city. Property owners in the rural taxing district pay 70 percent of
the urban rate for the City's portion of their property tax. The County, School District, and other
taxing jurisdictions do not provide for reduced taxes for agricultural properties.

Every few years, properties qualifying for rural tax status are reviewed to ensure they still meet the
rural taxing criteria. Staff reviewed this list and found all the properties qualifying for the rural tax
status will still remain in the rural taxing district. Exhibit A is a map showing the properties that are
currently in the rural taxing district. The green colored pattern on this map represent 169 parcels
totaling 6,974 acres of land.
Adopt a resolution amending City Resolution No. 06 -239, which lists properties that are in the rural
taxing district.
RESOLUTION NO. 2010 -XXX
AMENDING RESOLUTION NO. 06 -239, A RESOLUTON LISTING THE
PROPERTIES IN THE RURAL TAXING DISTRICT
WHEREAS, the City Council of the City of Cottage Grove adopted Ordinance No. 674
on January 19, 2000, which defines the rural taxing district; and
WHEREAS, the City Council of the City of Cottage Grove also adopted Resolution No.
00 -94 on May 17, 2000 that listed those properties included in the rural taxing district; and
WHEREAS, the City Council adopted Resolution No. 06 -239 on November 15, 2006,
which updated the list of properties originally listed in Resolution No. 00 -94 to insure all
properties in Cottage Grove were properly classed in the urban or rural taxing districts; and
WHEREAS, it was determined that the list of properties in Resolution No. 06 -239 should
be updated to comply with the State and local definitions of rural for purposes of inclusion in
the rural taxing district.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage
Grove, County of Washington, State of Minnesota, that the following properties are included in
the rural taxing district:
