RE: Authorization to Submit Energy Conservation Grant Applicant
Proposal
The City Council is requested to authorize submittal of an application to the Minnesota
Department of Commerce for funding from the Energy Efficiency and Conservation
Block Grant Program.
Discussion
The Energy Block Grant Program is funded through federal stimulus money from the
American Reinvestment and Recovery Act. Local communities in Minnesota are eligible
to apply for funding for energy improvements to public buildings, street lights, or traffic
signals. Total traffic costs are capped at $100,000 and chances for grant approval are
improved with local matching funds. All energy improvements must have a payback
period of less than 10 years.
The proposed Cottage Grove project would use the recommendations of the Sustaina-
bility Task Force and make energy efficiency improvements to City Hall, Fire Station 2,
and the Public Works facility. Included would be installation of high efficiency lighting as
well as improved controls for heating, cooling, and lighting.
The total estimated project cost is $92,000, of which $67,000 in grant funding would be
sought. The source of $25,000 in local match funds would be the $80,000 budgeted for
this purpose.

RESOLUTION NO. 2010 -XXX
A RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT APPLICATION
TO THE MINNESOTA DEPARTMENT OF COMMERCE OR FUNDING FROM THE
ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT PROGRAM
WHEREAS, the Minnesota Department of Commerce has solicited funding
applications for the Energy Efficiency and Conservation Block Grant Program (EECBG);
and
WHEREAS, this program allows cities to apply for funding to make energy
efficiency improvements to public buildings; and
WHEREAS, the Cottage Grove Sustainability Task Force developed a set of
recommended energy improvements to City Hall, Fire Station 2, and the Public Works
facility.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage
Grove, County of Washington, State of Minnesota, does hereby authorize an application
to the EECBG program for energy efficiency improvements.
