Re: Bonestroo, S.E.H., WSB — 2010 Rate Schedule
Background /Discussion:
The City currently has municipal engineering contracts with both Bonestroo and Short Elliott
Hendrickson (S.E.H.), Inc. The professional services agreement contains the billing rate
schedule in Appendix E, which is amended annually.
The City is also working with WSB for professional services, which is project specific for the
Lehigh and TH95 project and does not utilize the same contract as Bonestroo and S.E.H.
All three engineering firms have proposed a zero percent increase for engineering services for
2010. All three firms acknowledge the challenging economic times; especially those faced by
cities and are committed to providing engineering services at their 2009 rates. All three firms
in 2009 did not raise their rates either.
Recommendation:
Staff recommends approval of the Bonestroo, S.E.H. and WSB 2010 Rate Schedule for
municipal services.

SEH continues to implement ways in which we can exceed your expectations with value -based pricing
and service to help you mitigate the effects of the current economic climate. Like you, we continue
looking for ways to work more efficiently while providing the multidisciplined, technical support our
clients depend.on.
We anticipated that State funding for local government aid will continue to be a struggle in 2010 and
therefore propose to submit our 2010 hourly rates with no increase from the previous year. The hourly
rates are noted on the attached billing rate schedule along with the current expense schedule for 2010.
SEH believes these are unusual times. We also believe these are times when it is even more important we
not lose sight of overall value, support, and service, while focusing on the short term price fag. We
believe we bring significant "value" to your team and continually strive to apply "value added" assistance
that does not always show up in the price tag: A good example is our Financial Assistance Team (FAT)
which can help provide access to funding programs available to our clients,
As we continue to look to the future, there are certain truths that do not change; for example; the adage
you get what you pay for rings time; even in economic downturns. We are advising our clients to be
mindful of the value they receive from their professional consultants — value that may extend beyond a
billing cycle, even after the dust of a construction project settles.
Thank you for the opportunity to continue serving the City of Cottage Grove. We believe that we will "set
the value bar" for service you receive as we complete the infrastructure reconstruction project with you,
and projects thereafter. We look forward to working with you again in 2010.

With the increasing challenges being brought on to cities by the existing economic
conditions, together with the severe drop in local government aid, we are proposing to

On behalf of WSB & Associates, Inc., I would like to thank the City of Cottage Grove for utilizing our firm for consulting
engineering services in 2009. We very much appreciate the opportunities we have been provided and look forward to
working with you and your staff on upcoming projects in 2010.
We are pleased to inform you that WSB & Associates, Inc. has made a decision to hold our 2010 fee schedule at the
same rates that we provided in 2009 and 2008. This is unprecedented for our firm, but is a decision we feel strongly is
in the best interests of our clients. WSB has worked hard to reduce costs in all of our fixed expenses and has found
efficiency and technology solutions to hold our costs flat for 2010. Our billing rates continue to include all
miscellaneous costs associated with word processing, mileage, cellular phones, reproduction, and mailing, which
provides for easy -to- understand invoicing. Our 2010 fee schedule is attached.
It is important to note that while we are holding our costs down, we are improving our company at the same time. This
year we have improved our grant solicitation process to help you find financial resources, developed interactive Issue
Tracker software for tracking projects and tasks, improved construction administration training, expanded our WSB
University program and enhanced each of our service areas. We continue to concentrate on providing technical
expertise while focusing on customer service and value.
