April 7, 2010 Special Meeting (Workshop Session). B. April 7, 2010 Regular Meeting. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Advisory Committee on Historic Preservation Meeting Minutes from March 9, 2010. ii. Environmental Commission Meeting Minutes from January thru April 2010. iii. Parks, Recreation and Natural Resources Commission Meeting Minutes from January 11, 2010 and April 12, 2010. iv. Economic Development Authority Meeting Minutes from April 13, 2010. Consider authorizing issuance of a single-occasion gambling permit to The Phoenix Residence to conduct a raffle at River Oaks Golf Course on June 14, 2010. Staff Recommendation: Authorize issuance of the single-occasion gambling permit. During the required background investigation, no facts were found that would constitute a basis for denial of the application. C. Consider authorizing issuance of a temporary liquor license to the Church of St. Rita for their annual Pig Roast, and a temporary liquor license and single- occasion gambling permit for their FaII Festival. Staff Recommendation: Authorize issuance of the temporary liquor licenses and single-occasion gambling permit. During the required background investigation no facts were found that would be a basis for denial of the applications. The Pig Roast will take place on August 14, 2010, and the Fall Festival will take place on September 18 & 19, 2010. D. Consider proclaiming June 4— 5, 2010 as Relay for �ife Days. Staff Recommendation: Proclaim June 4— 5, 2010 as Relay for Life Days. E. Consider accepting donations in the amount of $3,595.00 on behalf of the Pubiic Safety, Fire and Recreation Departments for the 17th Annuai Youth Safety Camp. Staff Recommendation, Adopt the resolution accepting the donations. F. Consider awarding the contract for the 2010 Pond Improvement & Sediment Removal to Rumpca Excavating in the amount of $76,693.00. Staff Recommendation: Adopt the resolution awarding the contract. Rumpca Excavating submitted the lowest quote of the hvo received. G. Consider approving a third one-year extension to the finai piat approva� for Oak Cove Addition. Staff Recommendation: Adopt the resolution approving the extension. H, Consider authorizing submittal of an application to the Minnesota Department of Commerce for funding from the Renovations (Facility Cost Share) Grant Program-ARRA to make energy efficiency improvements to Fire Station 2, the Public Works facility, and potentially City Hall as recommended by the Sustainability Task Force. Staff Recommendation: Authorize submittal of the grant application. I. Consider appointing Douglas Butier to the Parks, Recreation and Natural Resources Commission to fulfill an unexpired term that ends on February 28, 2011, and consider appointing Chelsea Butler to the youth seat on the Parks, Recreation and Natural Resources Commission. � L. Staff Recommendation: Approve the appointments. 1. Consider adopting a resolution regarding the administration of the Minnesota Wetland Conservation Act (WCA). 2. Consider adopting a resolution delegating certain functions to the Community Development Director or their designee for the implementation of the Minnesota WCA. Staff Recommendation: 1. Consider authorizing the City Administrator to execuYe an agreement with Futrell Fire Consult & Design to provide plan review services for compliance with fire codes. Receive information on LS Power's proposal to the MPCA to modify the existing air emissions permit to aliow a higher level of carbon monoxide to be emitted during start-up conditions. Staff Recommendation: Recerve information. "N. Consider autnorizing the budgeted 2010 purchase of a third replacement 2010 Ford Crown Victoria marked police vehicle from Elk River Ford for a total purchase price of $22,981.32 via the State contract. Consider awarding the purchase of the 2010 Chevy G4500 Diesei Ambulance in the amount of $135,520 to Everest Emergency Vehicles. Staff Recommendation: Award the bid. Everesf submitted the lowest bid of two received. 8. UNFINISHED AND NEW BUSINESS A. Consider entering into a lease agreement with WAG Farms, Inc., Glendenning Farms, L.P., and Joan Glendenning Kennedy Family Limited Partnership for an approximately 14-acre property to be used for a dog park.
