CALL TO ORDER The meeting was called to order at 7:31 a.m. by EDA President Bailey. ROLL CALL Members Present: Myron Bailey, EDA President Tony Jurgens, EDA Member Justin Olsen, EDA Vice President Craig Patterson, EDA Member Paul Poncin, EDA Secretary /Treasurer Chris Reese, EDA Member Richard Remackel, EDA Member Members Absent: Staff Present: Howard Blin, Community Development Director Robin Roland, Finance Director Ryan Schroeder, EDA Executive Director Ken Smith, Communications Coordinator Jesse Swenson, Economic Development Coordinator Others Present: A motion was made by EDA Vice President Olsen to approve the March 9, 2010 Economic Development Authority minutes. Seconded by EDA Member Remackel, all present in favor. Economic Development Authority - Minutes April 13, 2010 Page 2 DEVELOPMENT UPDATE / BR &E UPDATE / BUSINESS LEADS / WEB STATS EDA Executive Director Schroeder gave the EDA a development update. There have been 14 detached single family housing unit permits issued in 2010 with comparable home values to the last three years. White Pines Senior Housing (Hoeft Builders) will be in to City Hall sometime in the next two weeks to re- submit their building permit for phase two of their construction project. Construction on the 40 unit assisted living facility is projected by June. There will be a ribbon cutting at Health Partners (7500 80 Street) on April 14 at 5:00 PM. EDA Vice President Olsen will attend in place of EDA President Bailey. The BP station at Jamaica and East Point Douglas Rd submitted their building permit for reconstruction of the site, and construction is scheduled to commence by June. The Hollywood Video store on East Point Douglas off of 80 Street will be available for lease or sale soon. Four to five interested parties, which have included restaurants, a drug store, and developers, have contacted City staff regarding the site. A possible subdivision off of Jamaica just north of 70 Street in the Preserve Subdivision could be moving forward with 39 lots. City staff is also aware that another East Ravine developer is interested in pursuing a 40 acre subdivision approval north of this site within the near term. The Community Center Task Force has been continually meeting and is now discussing market demand and partnership models. A few market demand ideas include a pool, teen center and senior center. The group will next determine costs involved and determine the most desirable and affordable potential development site. Staff has also started to review sites for the proposed City Hall /Public Safety building project and for a potential joint project with a community center or private sector equivalent. The closing on the 3.5 acre parcel in the Business Park occurred in March. This parcel is on Hemingway Avenue north of 100 Street. COMMERCIAL DEVELOPMENT RFP Community Development Director Blin gave an update on the commercial development RFP for four sites: Home Depot, Cottage View, Langdon Village, and Keats /70 Street. RFP's were sent to 12 development groups, but no formal responses were received by the April 7 th deadline. However, staff did meet or had conversations with several developers about the sites, and a few key messages that staff heard include: • Developers cannot finance new development at this time because of rent structures; • The Cottage View site is the most enticing of the four sites, but is still a few years out from development; Economic Development Authority - Minutes April 13, 2010 Page 3 • National retailers are moving into vacant sites instead of building new sites, and there are several of these spaces available in Woodbury; • Big box retailers are beginning to consider expansion; however they are looking for free sites. EDA Member Jurgens suggested that if we do an RFP again we should narrow it down to one specific site. EDA Executive Director Schroeder added when that occurs staff might be able to include a possible public project, which might help generate more interest in a site. EDA President Bailey asked about the status of the TIGER grant, which staff indicated they would apply for again when it comes up, but in the meantime have instead filed paperwork with both Senator Klobuchar and Senator Franken's office for transportation funding. PROPOSED TIF LEGISLATION — TIF DISTRICT 1 -12 City staff has delayed pursuit of renegotiation of the development agreement with Norris Marketplace due to the fact that the Home Depot and RFP properties have been in play. Finance Director Roland provided EDA members with an update on the proposed draft bill introduction, which was subsequently pulled from legislation before it went to a hearing in the House or the Senate. It was determined that neither the City nor the developer would ultimately see benefit from what was proposed. 3/50 PROJECT Economic Development Coordinator Swenson provided information about the 3/50 project which is a new economic development tool that encourages shoppers to buy local. Both the City and the Chamber of Commerce will be promoting this program. EDA Member Jurgens acknowledged that he was familiar with the program and suggested that staff look into having the businesses themselves promote this project and use it as a marketing tool. EDA Vice President Olsen asked the EDA their opinions on having a Chamber of Commerce liaison on the EDA board. EDA President Bailey noted that he has plans to meet with the outgoing and incoming Chamber president's and would bring up this topic at that meeting. Economic Development Coordinator Swenson noted that she would bring this topic to the Chamber's Economic /Governmental Affairs committee and brainstorm how the two groups can join forces. SHOPQA UPDATE Economic Development Coordinator Swenson provided an update on the ShopOA initiative. The site launched on March 30`" and staff contacted Cottage Grove businesses about the site and instructed them on how to add more information about their business to their specific web link. GOLF TOURNAMENT UPDATE Economic Development Coordinator Swenson informed the EDA that tournament invites would be mailed this week and to date there are two foursomes registered. The premium item this year will be a $20 gift card to the River Oaks pro shop. Economic Development Authority - Minutes April 13, 2010 Page 4 During the month of April citizens had the opportunity to vote for their favorite holiday decorations that were displayed along 80 Street. 108 people voted at City Hall and over 840 votes were received via the City's Facebook account. The top three choices were the candy cane with a bow, the Christmas tree, and the red banner with a snowman. A final recommendation on which decorations should be purchased will be made to the EDA at the May meeting. EDA Member Jurgens recommended purchasing more than one decoration and hanging them on every other pole. EDA Executive Director Schroeder reported that the Chamber of Commerce is in support of a fundraising effort to partially pay for the decorations. RECON 2010 UPDATE Communications Coordinator Smith gave an update on making appointments with perspective businesses and to EDA Vice President Olsen recommended that staff developers. MISCELLANEOUS BUSINESS ITEMS EDA Vice President Olsen asked if River Oaks was offering its employee incentive program again this year and if staff had expanded the program to all City employees. EDA Executive Director Schroeder confirmed that River Oaks is offering the program to their employees, but it has not yet been extended it to all City staff, but will do so shortly. EDA Vice President Olsen moved to adjourn the meeting. Seconded by EDA Secretary/Treasurer Poncin, all present in favor. The meeting adjourned at 8:15 AM.
