COUNCIL ACTION REQUEST
Consider authorizing issuance of a temporary liquor license to the Church of St. Rita for their
annual Pig Roast, and a temporary liquor license and single- occasion gambling permit for their
Fall Festival.
STAFF RECOMMENDATION
Authorize issuance of the temporary liquor licenses and single- occasion gambling permit.
During the required background investigation no facts were found that would be a basis for
denial of the applications. The Pig Roast will take place on August 14, 2010, and the Fall
Festival will take place on September 18 & 19, 2010.

BACKGROUND
Pursuant to City Ordinance, William T. Deziel, on behalf of the Church of St. Rita, located at
8694 80th Street, Cottage Grove, MN 55016, has submitted an application for a Temporary
Intoxicating "On Sale" Liquor License, to be held at the Church of St. Rita, located at 8694 80th
Street, on August 14, 2010. The Department of Public Safety is required to conduct a police
investigation of the applicants.
DISCUSSION
We have investigated the applicants and have not found any facts that would constitute a
basis for denial of a temporary intoxicating "On Sale" liquor license, under the provisions of the
City Liquor Ordinance or Minnesota Statutes relating to alcoholic beverages.
RECOMMENDATION
Recommend that the City Council approve the temporary intoxicating "On Sale" liquor license
application for the Church of St. Rita.

Subject: GAMBLING LICENSE APPLICATION — SINGLE OCCASION
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota Charitable
Gambling Control Board and who desire to conduct lawful gambling within the City of Cottage
Grove, must obtain a gambling permit.
The issuance of lawful gambling permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, William T. Deziel, on behalf of the Church of St. Rita, located at 8694
80th Street, Cottage Grove, MN 55016, has submitted an application for a temporary single
occasion gambling permit for the conduct of a raffle, bingo and pull tabs to be held at the Church of
St. Rita, located at 8694 80th Street, on September 18` and September 19` 2010. The
Department of Public Safety is required to conduct a police investigation of the applicants.
DISCUSSION
The application as submitted is complete, in compliance with our ordinance and is exempt from the
licensing requirements of the Minnesota Charitable Gambling Control Board. We have
investigated the applicant and have not found any facts which would constitute a basis for denial of
this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permit application for the
Church of St. Rita. f
