RE: Authorization to Submit Energy Conservation Grant Applicant

The City Council is requested to authorize submittal of an application to the Minnesota De-
partment of Commerce for funding from the Renovations (Facility Cost Share) Grant Program -
ARRA.
Discussion
The Renovations (Facility Cost Share) Grant Program -ARRA is funded through federal
stimulus money from the American Reinvestment and Recovery Act. Local communities in
Minnesota are eligible to apply for funding for energy improvements to public buildings, street
lights, or traffic signals. Total grant costs are capped at $150,000 per applicant. Local matching
funds of 50 percent of total project cost are required. All energy improvements must have a
payback period of less than 20 years.
The proposed Cottage Grove project would use the recommendations of the Sustainability
Task Force and make energy efficiency improvements to Fire Station 2 and the Public Works
facility, and potentially City Hall. Included would be installation of new energy efficient
windows.
The estimated project cost is over $100,000. The matching funds were included in the 2010
sustainability budget.
Approve the grant application.

A RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT APPLICATION
TO THE MINNESOTA DEPARTMENT OF COMMERCE OR FUNDING FROM THE
RENOVATIONS (FACILITY COST SHARE) GRANT PROGRAM -ARRA
WHEREAS, the Minnesota Department of Commerce has solicited funding
applications for the Renovations (Facility Cost Share) Grant Program -ARRA; and
WHEREAS, this program allows cities to apply for funding to make energy
efficiency improvements to existing public buildings; and
WHEREAS, the Cottage Grove Sustainability Task Force developed a set of
recommended energy improvements to City Hall, Fire Station 2, and the Public Works
facility; and
WHEREAS, a successful grant application would assist in the completion of the
planned energy improvements identified by the Sustainability Task Force.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage
Grove, County of Washington, State of Minnesota, does hereby authorize an application
to the Renovations (Facility Cost Share) Grant Program -ARRA for energy efficiency
improvements.
