ECONOMIC DEVELOPMENT AUTHORITY
Special Joint Meeting
February 17, 2010
CALL TO ORDER
The Cottage Grove City Council and the Cottage Grove Economic Development Authority of the
City of Cottage Grove, Washington County, Minnesota, held a Special Meeting on February 17,

2010, at the Cottage Grove City Hall, 7516 80 Street South. Mayor Bailey called the meeting to
order at 6:00 p.m.
ROLL CALL
Cottage Grove City Council Members: Mayor Myron Bailey, Council Member Jen Peterson,
Council Member Mark Grossklaus, and Council Member Justin Olsen.
The following were absent: Council Member Pat Rice (Arrived at 6:20 p.m.)
Economic Development Authority Members Present: Paul Poncin, Tony Gergens, Craig
Patterson, Chris Reese, and Richard Remackel.
Also present were: Ryan Schroeder, City Administrator, Caron Stransky, City Clerk, Robin
Roland, Finance Director, and Howard Blin, Community Development Director.
Mayor Bailey presided over the meeting.
The purpose of the Special Meeting was to meet with members of the Economic Development
Authority.
Mayor Bailey reviewed the 2010 City Council Goals pertaining to commercial and industrial
development, which includes:
1.Continue to increase quality of commercial structures and neighborhoods.
2.Prospect for specific end users by category, including restaurants, big/junior box and
specialty retailers, and service and entertainment venues as identified in the 2009
commercial market study. Concentrating industrial prospecting on high job industries.
3.Ensure that we can continue a staged, moderate, residential development pace.
4.Provide for continued development of the industrial park, redevelopment of the Gateway
District and planning for the Cottage View and infill sites including the Rodeo and Majestic
redevelopment opportunities. Includes a business community feedback mechanism to
include prospects not attracted to a local development site. Improve reporting to EDA and
Council.
5.Update business attraction/retention marketing plan and strategy.
6.Provide for enhanced Chamber, EDA, and Council business outreach coordination.
Economic Development Coordinator Swenson provided an overview of ShopQA, which is a link
on the City’s web site, and is an online support platform where local businesses can continually
update information, news and coupon listings.

Mayor Bailey reviewed information provided to Council at a Strategic Planning Session the
Council held on January 23, 2010 prepared by the Community Development Director on
economic development and land use issues regarding Gateway North, Norris Market Place,
Former Home Depot, West Point Douglas Area, Cottage View Area, Langdon Village, County

Road 19 and 70 Street (Cedarhurst Area), and East Ravine Residential Development.
