COUNCIL ACTION REQUEST
Pass a motion authorizing the application of a grant funding request in the amount of
$12,642.22 with the U.S. Department of Justice Bulletproof Vest Partnership (BVP) program to
cover one half of the costs of 19 bulletproof vests and approve to accept the grant funding (if
awarded).

Subject: REQUEST COUNCIL AUTHORIZATION TO ACCEPT BULLETPROOF
VEST PARTNERSHIP (BVP) FUNDING
The United States Department of Justice Bulletproof Vest Partnership (BVP) program is
a grant program that supports the purchase of police officers' soft body armor.
The federal grant funding program covers approximately half of the cost of issuing a
new vest ($1,299.00). The State of Minnesota also covers half of the cost. The BVP
grant would alleviate the city's share of the expense.
Thank you to Management Assistant Niki Getschel who submits and administers the
department's grant funding. The deadline for application was May 19, 2010.
At this time I am requesting Council's approval to accept the grant funding (if awarded)
to be used towards the purchase of police officers' soft body armor in the amount of
$12,642.22.

Subject: BULLETPROOF VEST PARTNERSHIP (BVP) FUNDING

The Bulletproof Vest Partnership Program, created by the Bulletproof Vest Partnership
Grant Act, is a unique United States Department of Justice program designed to assist
jurisdictions with federal funds to support the purchase of body armor for full time sworn
police officers.
Requirements for Funding
Use of the Federal funds made available by this Act requires that all purchases be
made on only American -made equipment and products. The jurisdiction applying also
acknowledges that this grant funding is for Federal Preparedness assistance and
agrees that it has implemented and complies with the National Incident Management
System (NIMS) as required by Homeland Security Presidential Directive 5 (HSPD -5)
and has adopted these standards and guidelines.
Funding to Date
In 2008 the Police Department applied and received $ 9,285.00 for 15 officer vests
which qualified for replacement in 2008 — 2010. There are no remaining funds from this
grant, with the last vests purchased in April 2010.
Current Application
The current Bulletproof Vest Partnership Grant funds being offered are for qualifying
officer vests purchased between April 1, 2010 and September 30, 2012. During this
grant period, 17 current officers qualify for vest replacement (5+ years old).
I submitted an application today, May 19, 2010, requesting funds of $ 12,642.22, the
equivalent of half the cost of 19 vests (two additional vests were added to the request
due to new hire /turnover). I have received notification that the application was
successfully submitted and is pending BVP approval.
Please present this request for application to City Council for their approval.
