A promotion and recruitment process was started for the Police Captain, Police Sergeant and Patrol Officer positions. Four qualified sergeants applied for the Police Captain position. Applicants for the job were required to present their qualifications, experience, leadership, fiscal management and departmental vision to an interview panel. The top two candidates were selected to undergo a full battery of tests administered by Dr. Gary Fischler's office. The testing measured the candidates' intelligence, leadership, management style, social skills, basic personality traits and communication skills. The results of the panel interview and assessment testing revealed Greg Rinzel as the top candidate for the position. The attached memo from Chief Woolery elaborates on Greg's career with the department and the process used to find the best candidate for Captain. DISCUSSION Greg will serve a one year probationary period in accordance with the City's Personnel Policy. His first day as Captain will be Thursday, June 17, 2010. He will be placed in the city's non - represented pay plan, Step 3. Greg will be paid for any comp time he has on the books (accrued as Sergeant) and he will now have exempt status. REQUESTED ACTION Approve the appointment of Greg Rinzel to the position of Police Captain /Deputy Director of Public Safety effective Thursday, June 17, 2010. Woolery j Date: June 15, 2010 Subject: PROMOTION TO POLICE CAPTAIN /DEPUTY DIRECTOR OF PUBLIC SAFETY I would like to recommend that Sergeant Greg Rinzel be promoted to the rank of Police Captain /Deputy Director of Public Safety at the June 16,2010 City Council meeting. Sergeant Rinzel is a 15 year veteran of the Cottage Grove Police Department. He has served the department in the following capacities: 1993-1994 Volunteer Police Reserve 1995 —2004 Police Officer 2004 — present Police Sergeant Greg has a Bachelors of Science Degree in Law Enforcement and Sociology from Mankato (Minnesota State - Mankato) State University. Greg has participated in a very comprehensive promotional examination which included the following primary components — • Panel interview following a 30 minute candidate presentation on their background and experience, leadership and management and fiscal management styles. • Comprehensive written and oral assessment testing leadership, intelligence and organizational skills. The testing was administered by Dr. Gary Fischler's office. • A complete psychological assessment administered by Martin- McAlister's office. The examination process identified Sergeant Greg Rinzel as the top candidate. Sergeant Rinzel has my full support and I believe he will be a valuable asset to the city and departmental management team. Thank you. CAW /cce cc: Personnel file DPS10 -017 Date: June 15, 2010 Subject: PROMOTION TO SERGEANT — POLICE OFFICER /PARAMEDIC GWEN MARTIN BACKGROUND Subsequent to the vacancy in the Police Captain's position occurring on March 3, 2010, a promotional and recruitment process was initiated to promote a Sergeant to Captain and Patrol Officer to Sergeant. Sergeant Rinzel is scheduled to be appointed as Captain on June 16, 2010 by the City Council creating a Police Sergeant vacancy. Five qualified candidates applied for the position. Applicants were required to present their qualifications, supervision philosophy and performance management style to an evaluation panel. From the five candidates, three were selected to move on in the process to be evaluated by Dr. Gary Fischler's office. Comprehensive testing on managerial, leadership, intelligence and judgment was completed. From the three finalists, Gwen Martin was identified as the top candidate for the position. DISCUSSION Per your approval, I am recommending that Gwen Martin be promoted to the rank of Police Sergeant effective Thursday, June 17, 2010. In accordance with the Patrol Sergeant's labor agreement, Gwen would start at Step D and be subject to a one year probationary period. RECOMMENDATION With your approval, I would request a badge pinning /oath of office recognition at the June 16, 2010 City Council meeting. Gwen's promotion to the rank of Sergeant would be effective Thursday, June 17, 2010. Gwen has my full support. She has a great history of excellent service to this community and will be an asset to the department and city.
