HomeMy WebLinkAboutHist Pres Minutes 09-20-2005CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION SEPTEMBER 20, 2006 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at City Hall 7516 – 80th Street South, Cottage Grove, Minnesota, on the 20th day of September 2005. I.CALL TO ORDER Chair Aaron Rolloff called the meeting to order at 7:05 p.m. : MEMBERS PRESENTBeverly Gross, Frances Ratzlaff, Aaron Rolloff, Glen Brown, Nannette LaChapelle, Herb Japs MEMBERS ABSENT: Mickey McBride OTHERS PRESENT:Senior Planner John M. Burbank Council Member Bailey Shannon Nitsch Planning Commission II. APPROVAL OF AGENDA The Agenda was approved as submitted. III. APPROVAL OF MINUTES IV.OPEN FORUM Rolloff raised the question about the design of the signs for the Military Trailway Corridor the remaining road section, and that the efforts should be coordinated with the County, MNDOT and the State Historic Preservation Office. Burbank stated that he would make the appropriate contacts once the Trailway design discussions begin. Gross stated that a plaque for a plane crash in Inver Grove Heights was gone when they went to see it. V.OLD BUSINESS a. Historic Playing Cards The ACHP held general discussion about a mock up of a historic playing card project, and discussed details on what needed to be completed. A special meeting specific to the cards was suggested. After a productive discussion, the item was continued. VI.NEW BUSINESS a. Well House – 10287 E. Pt. Douglas Road. Burbank identified that the owners of the Hope Glen Farm wanted to get permission to construct a historically sensitive well house over an underground well casing so Advisory Committee on Historic Preservation Minutes January 17, 2006 Page 2 of 2 that their horses won’t fall into the well. He indicated further, that since the property is a historic registered property, that a Certificate of Appropriateness (COA) would need to be issued. The ACHP held a general discussion and concurred to issue a COA. th b. Building Addition – 8715 70 Street South th Burbank identified that the owners of 8715 70 Street South have applied for a building permit for an addition to their house. He stated further that a COA is not required, because the property is eligible but not registered as a Historic Property. The ACHP questioned about details on the proposed addition. Burbank responded that the roof pitch and scale of the building matched, and that he would be recommending the use of a non-vinyl siding material. The ACHP held a general discussion and recommended that the records be placed in the property’s historic documentation file. c. Reviewed and documented proposed demolition of 9484 Glendenning Road. Burbank identified that the owners of 9484 Glendenning Road were working towards the demolition of the structures on the property. He stated further that a COA is not required, because the property is eligible but not registered as a Historic Property. The ACHP questioned about details on the site and reviewed the photo documentation. Burbank indicated that he would process the demolition permit similar to the Munger Property, and work with the owners to salvage any historic construction artifacts. VII.COUNCIL COMMENTS None VIII.COMMISSION COMMENTS IX.STAFF COMMENTS Burbank passed around information from the Annual Statewide Historic Preservation Conference in Duluth, and summarized the sessions. He indicated that he would be seeking state grants for anyone wishing to attend the 2006 Conference which would be in Red Wing. X.ADJOURNMENT Motion to adjourn was made by Japs seconded by Gross. The motion passed unanimously and the meeting adjourned at 8:55p.m
