CITY OF COTTAGE GROVE
ADVISORY COMMITTEE ON HISTORIC PRESERVATION
JANUARY 8, 2008
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 7516 – 80th Street South, Cottage
Grove, Minnesota, on the 8th day of January, 2008.
I.CALL TO ORDER
Chair Japs called the meeting to order at 7:00 p.m.
II. Roll Call

Burbank reported that two vacant seats on the ACHP had recently been filled by Council
with the appointment of Lorraine Brown and Judy Spooner.
III. APPROVAL OF AGENDA
Jan Japs moved to approve the agenda as submitted, McBride seconded. Motion carried
unanimously.
IV. APPROVAL OF MINUTES
Jan Japs moved to approve the November 13, 2007, minutes as submitted. Ratzlaff sec-
onded the motion. Motion carried unanimously.

VI.OLD BUSINESS
A.Historic Cards Phase II
Burbank presented details on the Phase I historic card sales and began discussions
about the Phase II program planning. The ACHP requested that a good supply of Phase I
cards be saved for sales at the 2008 Strawberry Festival. Burbank Indicated that he
would save a gross of cards for the event. The ACHP discussed future card topics and
areas of research for card material. Burbank responded that the additional information
would be added to the base work, researched, and brought to the next meeting.
B.Oral History Project
Burbank summarized the previous topics of discussion the ACHP had on the oral history
project. Additional items shared by the ACHP during a brainstorming session were:
Length of interviews
Community celebrations
Red Barn VFW
Mungers
Community hall
Dances
Additional potential interview list additions were:
Jack Lavold
Alice Robinson
The Smallidges
Roger Bothe
Ralph Mchattie
The group suggested coordinating with the South Washington County Bulletin to find
topics of interest from citizens of Cottage Grove. Burbank responded that the additional
information would be researched and brought to the next meeting.
C.Quist House: 9912 – 70th Street (“Cedarhurst Gardener’s Cottage”)
Burbank presented additional information on the Thao family obtaining an Historic Places
Conditional Use Permit and the registration of the property on the local historic register.
The ACHP held a general discussion on this topic. Burbank indicated he would keep the
ACHP updated on the registration process.
VII.NEW BUSINESS
A.2008 Meeting Dates
Burbank presented the 2008 meeting schedule, noting that there was a conflict with
Veterans Day. The ACHP responded that they would like to reschedule the regular
meeting rather than cancel it since they meet so seldom. Burbank suggested Novem-
ber 18, and the ACHP concurred.

Councilmember Bailey highlighted the recent actions taken by the City Council and in-
formation on the upcoming Strawberry Festival.
X.COMMISSION COMMENTS
Glen Brown Noted that it was his 50-year anniversary that he has been participating in
Cottage Grove city government operations.
XI.STAFF COMMENTS
Burbank gave an update on the ComprehensivePlan Steering Committee. He notified
the ACHP about a television program about Old Minnesota that will be broadcast on TPT
17 on November 18, at 6:00 p.m.
Miscellaneous HP Publications/Information
Burbank gave some background information regarding the miscellaneous HP publica-
tions and information that were included with the packet.
XII.ADJOURNMENT
Motion to adjourn was made by Ratzlaff. Jan Japs seconded. Motion passed unani-
mously and the meeting adjourned at 8:45 p.m.

Chair Aaron Rolloff called the meeting to order at 7:06 p.m.

Burbank summarized the application that had been received for the vacant ACHP seat.
The ACHP recommended forwarding the recommendation of Jan Japs as the new
committee member to the City Council.
Burbank identified that the City Clerk was sending out letters to ACHP members whose
terms are expiring, and that they should respond to her if they would like to continue
serving on the ACP if they are eligible.
III. APPROVAL OF AGENDA
The ACHP reviewed the agenda, and it was approved as submitted.
IV. APPROVAL OF MINUTES
Japs moved to approve the December 12, 2006 minutes as submitted. Brown seconded
the motion. Motion carried unanimously.

VI.OLD BUSINESS
A. Historic Plaques
Burbank identified that the Council received the report on the Historic Plaque program
at their December 20 City Council meeting and approved the completion of phase one

of the program. Burbank stated that he would work on a consistent logo for the plaques
and present his ideas at the next meeting.
B. Historic Playing Cards
Burbank reported that the Council received the report on the Historic Playing Card pro-
gram at the December 20 City Council Meeting and approved the completion of phase
one of the program. He stated that the ACHP must report back to the City Council with
final funding arrangements, deck counts, and a draft layout prior to going to press with
the cards. He stated further that he would continue to finish the few missing card com-
ponents and would get changes back to the ACHP.
C. Historic Video Project – Two Grey Clouds
Burbank suggested that as a part of the Historic Video project, the ACHP sponsor a
speaker at the Cottage Grove Strawberry Fest. He informed the ACHP about Duke
Addicks, a master story teller who has a specific story about the two Grey Cloud
Mdewakanton women. The ACHP concurred that it would be an interesting contribution
the festival and an opportunity for the video program. Burbank stated that he would try
to make arrangements for the engagement of Mr. Addicks.

X.COMMISSION COMMENTS
McBride asked about the species of the larch trees along Lamar Avenue that are reg-
istered on the City’s Historic Register. The ACHP held a general discussion on the topic.
Ratzlaff indicated that she was certain they were European Larches and would provide
additional information in the future.
Ratzlaff and Gross shared that there are a lot of old photos of the Old Cottage Grove
area at the Bahl’s implement dealership in Hastings on Highway 316.

unanimously and the meeting adjourned at 7:55 p.m.
