HomeMy WebLinkAboutHist Pres Minutes 02-17-2004CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION FEBRUARY 17, 2004 Pursuant to due call and notice thereof, a regular meeting of theAdvisory Committee on Historic Preservation was duly held at City Hall 7516 – 80th Street South, Cottage Grove, Minnesota, on the 17th day of February 2004. Chair Mickey McBride called the meeting to order at 7:04 p.m. MEMBERS PRESENT: Mickey McBride,Beverly Gross, Herb Japs, Frances Ratzlaff MEMBERS ABSENT: Glen Brown, Kip Sundgaard, Nannette LaChapelle OTHERS PRESENT: Senior Planner John M. Burbank Community Development Director Howard Blin Council Member Cheryl Kohls Parks Commission Liaison Tim Sirianni APPROVAL OF AGENDA Agenda approved as submitted. APPROVAL OF MINUTES None. OPEN FORUM None OLD BUSINESS John Burbank introduced new Community Development Director Howard Blin. Blin gave a short presentation to the ACHP updating them on the latest direction the East Ravine planning process is taking. After the presentation, the ACHP held a short discussion and indicated support of the ridge road concept, greenway buffers, open space in the ravines, and transitional areas for portions of the plan affecting Old Cottage Grove. Advisory Committee on Historic Preservation Minutes February 17, 2004 Page 2 of 3 A.Historic Lime Kiln Tour-Update Burbank indicated that Otto and Martha Schmaltz had been contacted about the possi- bility of hosting a tour of the Historic Lime Kiln in the fall. They agreed, and a tentative date of Saturday September 18 was chosen. Transportation will be arranged from City Hall, because parking is limited at the site. No additional action was taken on the item. Staff will be arranging the tour. B.Historic Burbank identified that the historic visual interpretation program that had been previously discussed was being incorporated into a historic art show that will coincide with the 2004 historic preservation week activities. The ACHP concurred. No additional action was taken on the item. Staff will be arranging event. NEW BUSINESS A. 2004 City Council Goals Burbank presented the 2004 City Council goals to the ACHP. There were no comments related to the 2004 goals. B. Term Extensions Burbank identified ACHP members Brown, Gross, and McBride had accepted another term extension to the ACHP. Burbank clarified that Member Gross was on the list so quickly after joining because she had been fulfilling an unexpired term. No action was taken on the item. C. Annual Organizational Meeting and Election of Officers Burbank referenced the public policy and purpose information requirements of the ACHP and indicated that it was the annual meeting of the ACHP. McBride made a motion to nominate Gross as the 2004 Chair, Japs seconded the mo- tion. Gross consented to serve with support. Motion carried unanimously. McBride made a motion to nominate Ratzlaff as the 2004 Vice Chair. Japs seconded the motion. Motion carried unanimously. D. 2004 Meeting and Event Schedule Burbank referenced the planned meeting schedule for 2004. It was noted that the Febru- ary date should be the 17th. No additional changes were made on the item. E. Historic Preservation Week 2004 Burbank talked about the planned 2004 Historic Preservation week events. Planned events include Preservationist of the Year Award, historic art show at City Hall, self- guided tours, distribution of classroom education packets, and a trivia contest. Burbank recommended that True Thao’s family receive the Preservationist of the Year award in 2004 for all their efforts in the restoration and maintenance of Cedarhurst. Japs moved to nominate True Thao’s family as the recipients of the Preservationist of the Year Award in 2004. McBride seconded the motion. The motion carried unanimously. The award was scheduled to be presented at the May 5 Council meeting. F. Historic Transportation Project Burbank identified that a future project for staff and the ACHP should focus on transpor- tation items related to Cottage Grove history, in that the photos usually have images of people and buildings in addition to transportation modes. Horses, trains, boats, cars, bridges, and walking were all identified as possible components of the project. The ACHP concurred. Additional material will be presented in the future. G. Historic Construction Technique Education Display Burbank displayed a mortice and tenon wall frame from 6961 East Point Douglas Road and indicated that staff will be creating a construction technique education display at City Hall, which will include the referenced item and similar salvaged items. The ACHP con- curred. Additional material will be presented in the future. PARK PLANNING/MANAGEMENT EDUCATION MATERIALS This includes items of interest that are going on in other communities and items to help ACHP become better members. With the exception of some general comments on the Article on Arthur H. Steen, M.D. in the Historical Whisperings, no additional comments were received on the items submitted. COMMISSION COMMENTS None COUNCIL COMMENTS None STAFF COMMENTS None ADJOURNMENT Motion to adjourn was made by Japs and seconded by Gross. The motion passed unanimously and the meeting adjourned at 8:42 p.m.
