HomeMy WebLinkAboutHist Pres Minutes 03-11-2008CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION MARCH 11, 2008 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 7516 – 80th Street South, Cottage Grove, Minnesota, on the 11th day of March, 2008. I.CALL TO ORDER Chair Japs called the meeting to order at 7:00 p.m. II. Roll Call : MEMBERS PRESENTGlen Brown, Lorraine Brown, Beverly Gross, Herb Japs, Jan Japs, Mickey McBride, Frances Ratzlaff, Judy Spooner OTHERS PRESENT:Councilmember Myron Bailey John M. Burbank, Senior Planner Martha McBride III. APPROVAL OF AGENDA Burbank reported that he recommends amending the agenda by adding the Annual meeting as A –B and Preservationist of the year as A-C. Spooner moved to approve the agenda as submitted with the addition of the Items recommended by Burbank, Ratzlaff seconded. Motion carried unanimously. IV. APPROVAL OF MINUTES Spooner moved to approve the January 8, 2008, minutes as submitted. McBride sec- onded the motion. Motion carried unanimously. V.OPEN FORUM None Advisory Committee on Historic Preservation Minutes January 8, 2007 Page 2 of 3 VI.OLD BUSINESS A.Historic Cards Phase II Burbank presented details on the Phase I historic card sales and began discussions about the Phase II program planning. Gross recommended placing an ad in the Bulletin about the upcoming card sales at the 2008 Strawberry fest. Burbank indicated that he would, and asked if Committee members would want to staff the card sales table for the event. Based on the positive response from the ACHP he said he would contact them individually to arrange time slots. The ACHP discussed future card topics and areas of research for Phase II card material. Burbank responded that the additional information would be added to the base work, researched, and brought to the next meeting. B.Oral History Project Burbank summarized the previous topics of discussion the ACHP had on the oral history project. Additional items were shared by the ACHP during a brainstorming session. Burbank responded that the additional information would be researched and brought to the next meeting. The group suggested that the Oral history project be placed before the cards on the next agenda, as it is more pressing. C.Quist House: 9912 – 70th Street (“Cedarhurst Gardener’s Cottage”) Burbank presented additional information on the Thao family registration of their property on the local historic register. The ACHP held a general discussion on this topic. Burbank indicated he would keep the ACHP updated on the registration process. D. 008 Meeting Dates 2 Burbank shared the revised ACHP meeting schedule. VII.NEW BUSINESS A. Aggregate industries Burbank presented a background on the annual mining permit request by Aggregate industries. The ACHP held a general discussion on this topic. Jan Japs moved to support the recommendation # 9 in the staff report, ant that the word should in recommended condition 10 be changed to Must. McBride seconded B.Annual meeting Advisory Committee on Historic Preservation Minutes January 8, 2007 Page 3 of 3 Gross nominated Herb Japs to serve as the ACHP chair for 2008. Being no other nominations, Glen Brown moved to vote on the nomination. McBride seconded, Motion carried unanimously. J an Japs nominated Ratzlaff Japs to serve as the ACHP Vice-chair for 2008. Being no other nominations, Glen Brown moved to vote on the nomination. McBride seconded, Motion carried unanimously. Historic P C. reservationist of the year Burbank identified that it was the twentieth year for the award. The ACHP suggested the creation of a central plaque that lists all previous recipients and why they were awarded. McBride moved to recommend the creation of the plaque to the City Council. Lorraine Brown seconded the motion, Motion Carried unanimously. The ACHP discussed 2008 candidates and offered three additional nominees. IX.COUNCIL LIASON REPORT Councilmember Bailey highlighted the rec ent actions taken by the City Council and in- formation on: The Park-N-Ride. The volunteer r ecognition banquet Norris Square and White Pine Senior housing projects The Bingo Hall closing The Ice Arena X.COMMISSION COMMENTS STAFF COMMENTS XI. Miscellaneous HP Publications/Information Burbank gave some background information regarding the miscellaneous HP publica- tions and information that were included with the packet. XII.ADJOURNMENT Motion to adjourn was made by Glen Brown. Bev Gross seconded. Motion passed unani- mously and the meeting adjourned at 9:00 p.m.
