HomeMy WebLinkAboutHist Pres Minutes 03-14-2006CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION MARCH 14, 2006 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at City Hall 7516 – 80th Street South, Cottage Grove, Minnesota, on the 14th day of March 2006. I.CALL TO ORDER Chair Aaron Rolloff called the meeting to order at 7:05 p.m. : MEMBERS PRESENTBeverly Gross, Aaron Rolloff, Glen Brown Nannette LaChapelle, Herb Japs MEMBERS ABSENT: Mickey McBride, Frances Ratzlaff OTHERS PRESENT:Mayor Sandy Shiely ,John M. Burbank, Senior Planner John McCool, Senior Planner,Ryan Simmers,Scott Quittem Eileen Quittem II. APPROVAL OF AGENDA The agenda was approved as submitted. III. APPROVAL OF MINUTES Brown moved to approve the January 17th, 2006 Minutes as mailed. Gross seconded the motion, Motion carried unanimously. Japs moved to approve the September 20, 2005 Minutes as mailed. Gross seconded the motion, Motion carried unanimously. IV.OPEN FORUM None V.OLD BUSINESS A. Quittem Certificate of appropriateness -7010 Iverson Court - Appeal Burbank summarized the report that had been prepared for the ACHP. Scott Qutitem gave a brief history of the platting of the lot by Emil Dubisar who was his father in law. He stated further that the value created by the lot split will enhance the new owners ability to enhance the property. Rolloff indicated that there was not enough information for the previous review which led to a soft denial, but that the new information was helpful. He stated further, that he has since visited the site and does not have an issue with approving the certificate of appropriateness, as the building is what is the most significant historic feature. Advisory Committee on Historic Preservation Minutes March 14, 2006 Page 2 of 3 Japs concurred that the building was the significant historic feature, and asked the Quittems if there were any other structures on the proposed lot. Eileen Quittem responded that It used to have a milk barn which was documented and demolished during the previous subdivision. Brown Questioned about area charges. Burbank responded that they were paid for the entire acreage of both lots during the previous subdivision process. LaChapelle asked if the two lots would be sold separate. Scott Quittem replied that the lots would be sold as one, but with the lot split option approved, and the first right of refusal offered if only the house is purchased. After general discussion, the ACHP expressed no additional concerns for the proposed lot split . McCool covered the Planning Commission comments, and identified that the item would be presented to the City Council on April 5. Japs Moved to change the recommendation for the “Certificate of Appropriateness” for the simple lot division application from denial to approval, and include the authorization for issuance of a building permit for the possible construction of a new home and accessory structure on the newly created vacant parcel of land. Gross seconded the motion, and the ACHP unanimously recommended to the City Council that a “Certificate of Appropriateness” be granted The ACHP’s findings supporting their recommendation are as follows: 1. Visibility of the existing dwelling from 70th Street is already limited. 2. Older non-residential structures associated with the Watson farmstead do not exist on the property. 3.There is no historic significance or structure on Parcel “A” that would be created as the result of this simple lot division application. B. Revised 2006 meeting schedule. Burbank identified the revised meeting schedule. There were no comments. C. Historic Preservationist of the year. Burbank identified the proposed language on the award plaque. There were no comments. Advisory Committee on Historic Preservation Minutes March 14, 2006 Page 3 of 3 D. Historical Marker or sign at Hazen P. Mooers Fishing Area. Burbank identified the draft language that is proposed for the proposed plaque, and the commission held a general discussion about language changes. Burbank noted the changes, and asked the commission to get him additional comments. He noted that the ACHP would still need to finalize the general plaque design for the program. E. Atkinson Cemetery Grave Markers. The ACHP reviewed the information provided and asked Burbank to complete additional research on the history, and possible solutions. F. HistoricPlaying Cards The ACHP held general discussion about the status and timing of the historic playing card project. After a productive discussion, the item was continued. VI.NEW BUSINESS A. ACHP Goals and Accomplishments 2005/2006 Burbank summarized the ACHP Goals and Accomplishments 2005/2006 that was presented to council. B. East Ravine Street Naming. Burbank responded that the ACHP would be involved in the street naming discussions for the East ravine, and identified the issues related to assigning address and street names. The Commission held a general discussion, and asked to be kept informed. C. Gables Lake Naming History. . Burbank identified the information he found on the lake namingThere was a general discussion, and no additional action required. VII.COUNCIL COMMENTS None VIII.COMMISSION COMMENTS Gross commented that any new public buildings in the community should include historic display areas. The commission held a general discussion and concurred. The motion passed unanimously and the meeting adjourned at 9:00 p.m.
