ADVISORY COMMITTEE ON HISTORIC PRESERVATION
MAY 9, 2006
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at City Hall 7516 – 80th Street South, Cottage Grove, Minnesota, on
the 9th day of March 2006.
I.CALL TO ORDER
Chair Aaron Rolloff called the meeting to order at 7:05 p.m.

II. APPROVAL OF AGENDA
Burbank indicated he would like to add a new business item on Cedarhurst Point.
Rolloff indicated he would like to add a new business item on Military Road signage.
The ACHP consented and the agenda was approved as submitted and modified.
III. APPROVAL OF MINUTES
Gross moved to approve the March 14th, 2006 Minutes as mailed. LaChapelle seconded
the motion, Motion carried unanimously.
IV.OPEN FORUM
None
V.OLD BUSINESS
A. 2006 Historic Preservationist of the year

Burbank reminded the ACHP about the preservationist of the year award at the June 7
City Council Meeting and shared the draft plaque language. There ACHP received the
information and did not provide any additional comments.
B. Historical Markers
Burbank identified that he was continuing to work on the historical Marker Project with the
recreation department including finding appropriate funding for the Project. There were
no comments.
D. Atkinson Cemetery Grave Markers.
The ACHP reviewed the information provided and held a general discussion.

LaChapelle suggested Plaques.
Ratzlaff noted that some of the markers may be for family plots, and not individual
graves.
Rolloff questioned about the association.
Japs questioned what happens elsewhere with similar circumstances., and to contact the
county and state.
Rolloff suggested talking to the Mankes.
LaChapelle mentioned brick grave markers at the State Orphanage site.
The ACHP asked Burbank to continue with additional research and possible solutions.
F. HistoricPlaying Cards
Burbank gave the ACHP an update on the historic playing card project, and identified
some of the identified costs. He indicated that he would be working on soliciting funding
for the project in conjunction with finalizing the card copy contents.
The ACHP identified 3M, Target and Aggregate Industries as organizations to solicit as
partners on the project.
Mayor Shiely stated that the cards could be good gifts at the EDA golf Tournament, or the
Volunteer Banquet, and suggested finding out how many decks the schools would
realistically need.
After a productive discussion, the item was continued.
VI.NEW BUSINESS
A. 2006 State Historic Preservation Conference

Burbank Provided the ACHP with some preliminary information on the 27 annual
statewide historic preservation conference to be held in Redwing in September. He
indicated that he would try to arrange registration funding for any interested Commission
members. He stated that the Sate has grants available, and that he would apply. Gross,
LaChapelle, Ratzlaff and Rolloff indicated an interest in attending. The Commission held
a general discussion on the conference information, and asked to be kept informed.
B. Bailey Outbuilding Demolition.
Burbank identified that John and Peggy Bailey 7552 West Point Douglas Road were
looking to move an existing detached accessory building located at the old golf dome site
onto their property. He told the ACHP that zoning restrictions limit the number of
detached accessory structures on the property, and that one of their existing buildings
would need to be removed as a part of the structure relocation, and that the existing
buildings that are the most likely candidates for removal are old farm operation buildings.
He stated that the City zoning and historic preservation efforts were conflicting and

further that the Baileys wanted to preserve the old building and were seeking options.
One of the options that was identified, was the pursuit of a Historic Places Conditional
Use Permit (HPCUP).
The Commission held a general discussion on the subject.
Rolloff stated that he felt the ACHP recommend to the City Council that they allow the
Baileys to keep the structure in question in addition to the new structure.
Mayor Shiely stated that the historic components could possibly be worked into future
commercial development of if a commuter rail station is ever developed.
Japs motioned that the old outbuilding be preserved through the HPCUP process, and
that the Baileys seriously consider registering their property on the City Historic register
as a part of the HPCUP process, and finally that the Council allow for flexibility in the
registration requirement if the Baileys choose not to register the property at this time.
McBride Seconded the Motion, Motion carried unanimously.
C. Cedarhurst Point
Burbank presented a concept plan for Cedarhurst point that Platinum Development is
presenting to the City Council.
Rolloff commented that based on the proposed design, Military Road could still be
maintained as a local roadway.
Ratzlaff commented that the Trailway would be going past ugly back fasades of the new
residences.
LaChapelle stated that the buildings looked like the “same old –same old”.
Rolloff questioned how Cedarhurst would be impacted.
Mayor Shiely stated that the commercial aspects have not been fully looked at yet during
the comprehensive planning stage.
LaChapelle questioned the lighting.
Mayor Shiely stated that they should include Cedar trees in the landscaping plan.
Gross stated that the Bloomquist house used to be owned by the Severence family and
was used by the people who took care of their horses.
There ACHP received the information and did not provide any additional comments.
D. Langdon Town Hall- Boy Scout Project.

Burbank identified that he was approached by a Boy Scout troop about possible
community service project related to history. He stated that a possible project was the
construction of a faux outhouse enclosure for the Langdon town hall that was previously
recommended by the ACHP.
The ACHP concurred, and asked Burbank to follow through.
VII.COUNCIL LIASON REPORT
Mayor Shiely showed the ACHP a variety of old issues of the Cottage Grove Reports that
were given to her by Mary Elrod .
Burbank responded that he would work on getting them scanned and placed on the City
Web page.
Mayor Shiely questioned the ACHP about having some of their meetings televised for
broadcast on cable.
The ACHP held a general discussion and identified that the creation of some type of
quarterly show would be best.
Burbank responded that he would work with the cable commission to see what the
possibilities were.

unanimously and the meeting adjourned at 9:10 p.m.
