HomeMy WebLinkAboutHist Pres Minutes 06-22-2004CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION JUNE 22, 2004 Pursuant to due call and notice thereof, a regular meeting of theAdvisory Committee on Historic Preservation was duly held at City Hall 7516 – 80th Street South, Cottage Grove, Minnesota, on the 22 day of June 2004. Chair Beverly Gross called the meeting to order at 7:05 p.m. MEMBERS PRESENT: Mickey McBride,Beverly Gross, Herb Japs, Frances Ratzlaff, Nannette LaChapelle, Aaron Rolloff MEMBERS ABSENT: Glen Brown OTHERS PRESENT: Senior Planner John M. APPROVAL OF MINUTES None OPEN FORUM None OLD BUSINESS None NEW BUSINESS Advisory Committee on Historic Preservation Minutes June 22, 2004 Page 2 of 4 A. Siding Work -7405 Lamar Avenue “Forest Home” Dr. Arthur L. Steen house Burbank identified that Daniel and Patricia Hackl, 7405 Lamar Avenue South, have contacted the City about a building permit they wish to obtain to do repair and replacement work to the siding on their home. Their property is registered on the City Register of Historic Places and Landmarks, which requires a certificate of appropriateness be issued prior to the commencement of any construction activity. Burbank reiterated that after review by the HPAC and Council In April, the Hackls were issued a certificate of appropriateness to have a contractor replace the existing bituminous shingle roof on the house, repair miscellaneous roof and soffit damage and to reconstruct the roof on the south sleeping porch, and noted that this work is under way. Dan Hackl reported that during the construction process, it was determined that the existing wood lap siding has significant deterioration issues and peeling paint problems. The Hackls explained their proposal to replace the entire siding on the house with Hardiboard lap siding that is consistent in design and application to the original wood siding. Examples of the material were presented to the Committee. Burbank advised that because the property is a registered property on the City Register of Historic Places and Landmarks, a certificate of appropriateness is required for the siding as it was for the roof work. McBride indicated that he thought the proposal made sense. Japs asked what the cost difference was between the siding options. Dan Hackl informed the committee that the siding proposed is more expensive than vinyl or metal siding, however, it would look more like the original wood siding material. Hale noted that citizens volunteer to have property registered and that the city needs to maintain an incentive for people to maintain historic properties. He also commented that the public perception of the property from the street will not be altered by the siding change. LaChapelle asked what color they would utilize and if it was the Historic Color. Patricia Hackl responded that they were not sure but that it would probably remain the same as it is. McBride noted that the color does not affect the historic significance. Ratzlaff noted that the Vandenberg house has asbestos shakes. Dan Hackl stated that the house was painted four years ago, just before they bought it, and that the paint is peeling, chipping, and in poor condition. Advisory Committee on Historic Preservation Minutes June 22, 2004 Page 3 of 4 Kohls commented that she can’t imagine having to paint every 3-4 years. Gross commented that it was a big job to find help to paint, especially on bigger structures. Kohls commented that she thinks the Hackll’s interest in investing significant financial commitments into the property, and with review by the city, should be noted. The ACHP held additional general discussion on the background information on the house and the local and federal rehabilitation guidelines that were included in the packet. Gross entertained a motion. Japs made a motion to recommend approval of a Certificate of Appropriateness allowing for the replacement of the entire siding on the house with Hardiboard lap siding that is consistent in design and application to the original wood siding. Rolloff seconded the motion and the motion carried unanimously. B. New Member Appointment Burbank reported that the City Council had appointed Aaron Rolloff as the newest ACHP member in the seat formerly held by Kip Sundgaard. The Committee welcomed Rolloff. C. Eagan Historic Cards Burbank reported that the City of Eagan has produced historic playing cards for general sale and a school educational project. The ACHP discussed the topic and identified that it is an item they would like to pursue further. Burbank responded that he would gather additional information. D. 2005 Budget Information Burbank shared the 2005 Historic Preservation Budget Information. The ACHP discussed the topic, commented on the limited number of dollars attributed to the program, and identified the need to ensure that funds be available in the future for specific educational programs. Councilmember Kohls indicated that she would discuss the item with Council during budget discussions. E. Grey Cloud Woman Burbank identified a variety of information that had been gathered from the internet on Grey Cloud Woman. The ACHP held a general discussion on the information. Advisory Committee on Historic Preservation Minutes June 22, 2004 Page 4 of 4 PARK PLANNING/MANAGEMENT EDUCATION MATERIALS This material included items of interest that are going on in other communities and items to help ACHP become better members. With the exception of some general comments on the Article on the Dying family Farm in the April 2004 Historical Whisperings, no additional comments were received on the items submitted. COMMISSION COMMENTS None COUNCIL COMMENTS None STAFF COMMENTS None ADJOURNMENT Motion to adjourn was made by McBride and seconded by LaChapelle. The motion passed unanimously and the meeting adjourned at 8:00 p.m.
