HomeMy WebLinkAboutHist Pres Minutes 07-11-2006CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION JULY 11, 2006 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove Public Works Facility 8635 West Point Douglas Road South, Cottage Grove, Minnesota, on the 11h day of July 2006. I.CALL TO ORDER Chair Aaron Rolloff called the meeting to order at 7:05 p.m. : MEMBERS PRESENTGlen Brown, Beverly Gross, Frances Ratzlaff, Aaron Rolloff, MEMBERS ABSENT: Herb Japs, Nannette LaChapelle, Mickey McBride OTHERS PRESENT:John M. Burbank, Senior Planner II. APPROVAL OF AGENDA Burbank indicated he would like to add an open forum item for 7010 Iverson Court based on the request of the property owner. The ACHP consented and the agenda was approved as submitted and modified. III. APPROVAL OF MINUTES Gross moved to approve the May 9, 2006 Minutes as mailed. Ratzlaff seconded the motion. Motion carried unanimously. IV.OPEN FORUM Dawn Plasch, 7612 Immanuel Avenue South, Cottage Grove, identified that she and her husband were the new owners of 7010 Iverson Court South, which is the Robert Watson house and is a local historic registered property. She indicated that she was before the ACHP because they intend to put on a second story addition to the structure, replace some existing combination windows to match the existing older windows, and install a new roof. She presented three design detail options to the ACHP and dis- cussed the merits of all the options. There were several features in each option that were agreed upon as best approaches to coordinating with, improving, and not compromising the current structure. Rolloff indicated the addition only structurally impacted the garage, which also was an addition. Ratzlaff indicated that even though it is a historic structure, current time and energy im- provements should be considered. Plasch indicated that she would have a final design completed prior to the City Council taking any action on a Certificate of Appropriateness. Advisory Committee on Historic Preservation Minutes July 11, 2006 Page 2 of 3 The ACHP determined that staff could ensure the changes discussed were represented to the City Council, and Ratzlaff moved to recommend approval of the Certificate of ap- propriateness to the City Council. Rolloff seconded. The motion carried unanimously. Burbank indicated he would forward the item on to the City Council upon receipt of the revised drawings. V.OLD BUSINESS a. Bailey Outbuilding Demolition Burbank gave the ACHP an update on the Bailey building demolition, noting that it did not have to occur as a result of the property being located in a commercial zon- ing district instead of a residential district. b. Military Road Sign Markers Burbank shared a draft letter that will be sent to potential project partners. Rolloff commented on the Hiawatha Pioneer Trail. Ratzlaff commented on the Louis and Clark Road Route signs. Rolloff stated that the milk route reference should be dropped from the letter. Brown indicated that the road was an important crop route. The ACHP held a general discussion about whom else could be invited to participate in the program, and it was determined that Washington County, Denmark Township, Woodbury, Newport, St. Paul, Ramsey County, and the State of Minnesota would be invited to participate in the program. c. Historical Markers – Update No additional Information was discussed. d. Atkinson Cemetery Grave Markers – Update Burbank indicated that he did not get any new information from older public works members and that he was trying to reach Norma Manke to see if she had any infor- mation. Gross indicated that she would tell Norma to call Burbank. e. Historic Playing Cards – Update No additional Information was discussed. f. Langdon Town Hall – Boy Scout Project Burbank indicated that he was attempting to locate funding for the project, in that the Boy Scouts were interested in building the enclosure as a service project. VI.NEW BUSINESS a. Subdivision Monument Signs Burbank explained that the City was having to address the issue of subdivision monu- ments located on public property. Advisory Committee on Historic Preservation Minutes July 11, 2006 Page 3 of 3 The Committee held a general discussion on the issue of subdivision monuments lo- cated on public property and offered the following comments to the City Council: The adjacent neighbors should be polled to see if they want the monuments to remain. The monuments should be maintained if they are unique. The monuments should be maintained if they mark a key development point in the city such as the first subdivision. The monuments should be maintained if they tell a history of the recent suburban development of Cottage Grove. As taxpayers and not as committee members, they questioned frugality of spending public money on something that was created by and for a private development. Gross commented further that the monuments should at least include the original plat- ting date if they are kept. b. State Capital Project Grants In Aid – (Atkinson Project) Burbank explained that a state grant that had been discussed at the last meeting would not be applicable to the Atkinson Cemetery fencing project. c. 2006 State Historic Preservation Conference Burbank identified that he would need the registration information from those wishing to participate in the State Historic Preservation Conference within the next week. d. Cable Show Burbank explained that the Cable Commission would work with the ACHP to video filler segments for the Community Development show, and that he would provide more details later. VII.COUNCIL LIASON REPORT None VIII.COMMISSION COMMENTS None IX.STAFF COMMENTS None X.ADJOURNMENT Motion to adjourn was made by Brown and seconded by Gross. The motion passed unanimously and the meeting adjourned at 9:05 p.m.
