HomeMy WebLinkAboutHist Pres Minutes 09-08-2008CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION SEPTEMBER 8, 2008 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 7516 – 80th Street South, Cottage Grove, Minnesota, on the 8th day of September, 2008. I.CALL TO ORDER Chair Japs called the meeting to order at 7:00 p.m. II. ROLL CALL : MEMBERS PRESENTBeverly Gross, Herb Japs, Jan Japs, Mickey McBride, Frances Ratzlaff, Judy Spooner : MEMBERS ABSENT Glen Brown, Lorraine Brown, OTHERS PRESENT:Councilmember Myron Bailey John M. Burbank, Senior Planner Martha McBride Bud Gross III. APPROVAL OF AGENDA Burbank recommended that the joint meeting topic discussion be added as Item VII D. The ACHP concurred. Spooner moved to approve the agenda as amended, Ratzlaff seconded. Motion carried unanimously. IV. APPROVAL OF MINUTES Burbank submitted the July 8, 2008, minutes for review. Spooner noted that the word “be” needed to be added to paragraph three on page two. McBride moved to approve the July 8, 2008, minutes as amended. Ratzlaff seconded the motion. ACHP Task Prioritization The ACHP held additional discussion on the prioritization of their tasks. The following items were discussed and prioritized. 1. Preservation planning 2. Public education Tours o Cards o Oral History Project o Preservationist of the Year o Historic signage o Fund raising o 3. Facilitation of treatment/conservation 4. Historic property identification and documentation 5. Evaluation of property registration eligibility 6. Registration (City Register) B. Oral History Project Burbank identified the revised draft ad for the oral history volunteer solicitation. The ACHP offered some additional wording changes and continued planning discussions on the project. Spooner indicated that she would be willing to conduct the interviews. Burbank responded that he would coordinate with SWCTC. The ACHP prepared a list of potential questions for the interviews. Burbank stated that he would compile them in a list and any additional information would be brought to the next meeting. C. Historic Cards Phase II Burbank presented details on the status of the Phase II historic card program planning. The ACHP discussed the new card cover. McBride discussed dead reckoning. Gross suggested Henry House, Almar Farms, and Virginia Thompson. Spooner asked for a list of photo needs. Burbank responded that the additional information would be added to the base work, researched, and brought to the next meeting. D. Bulletin Photos The ACHP discussed the photo negatives from Spooner’s archive that the Bulletin was trying to dispose of and determined that it was too big a task for their part time Committee to tackle. The state historic office and the Washington County Historical Society were suggested as potential depositories. Burbank and Spooner indicated that they would work to find an appropriate home for the negatives. Advisory Committee on Historic Preservation Minutes September 9, 2008 Page 3 of 4 E. Local Historic Registration – Thao House Update Quist House: 9912 – 70th Street (“Cedarhurst Gardener’s Cottage”) Burbank stated that no additional information on the Thao family registration of their property was available. He indicated that he would keep the ACHP updated on the regis- tration process. VII.NEW BUSINESS A. Lyceum Hall Burbank presented information on a recent Boy Scout service project that was completed for the Cottage Grove Lyceum Hall located in the Cottage Grove Cemetery. The ACHP asked that a letter of commendation be prepared. Burbank indicated that he would do so. B. Furber House (”Red House”), 7310 Lamar Avenue – Certificate of Appropriateness Burbank reported that he has been having discussions with potential buyers of this va- cant locally registered historic landmark about future improvements. He indicated that as the Historic Preservation Officer, he was seeking the recommendation to request that the City Council authorize the issuance of a certificate of appropriateness for the property which would allow for: 1. New 4 inch horizontal lap siding of cement composite board design (i.e.; Hardie Board). 2. Architectural shingles 3. Porch and façade treatments consistent with historical documentation. Burbank indicated that this would speed up the rehabilitation process for the new owners. He also indicated that Item C on the agenda was the same request but for the listed address. The ACHP discussed the items. Spooner made a motion to recommend the issuance of the Certificate of Appropriateness for the two properties as requested. Ratzlaff seconded the motion. Motion carried unanimously. C. John Watson House, 7010 Iverson Court – Certificate of Appropriateness See Item B above. D. Joint Meeting – Topic Discussion Burbank reminded the ACHP that the joint meeting between the ACHP and the City Council would be at 6:30 p.m. on October 1. In preparation for this joint meeting, it was determined that the suggested topics of discussion should be the aforementioned ACHP priorities. Advisory Committee on Historic Preservation Minutes September 9, 2008 Page 4 of 4 VIII.HISTORIC INQUIRIES Burbank presented the ACHP with details on the Historic Inquiries received: Pop Shoppe IX.COUNCIL LIASON REPORT Councilmember Bailey highlighted the recent actions taken by the City Council and indi- cated that he looked forward to the joint meeting. X.COMMISSION COMMENTS Ratzlaff informed the Commission that Gross had also received historic preservationist recognition from the South Washington Heritage Society for 2008 in addition to the City award. XI.STAFF COMMENTS Miscellaneous HP Publications/Information Burbank gave some background information regarding the miscellaneous HP publica- tions and information that were included with the packet. XII.ADJOURNMENT Motion to adjourn was made by Jan Japs. Seconded by Ratzlaff. Motion passed unani- mously and the meeting adjourned at 8:50 p.m.
