ADVISORY COMMITTEE ON HISTORIC PRESERVATION
SEPTEMBER 11, 2007
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 7516 – 80th Street South, Cottage
Grove, Minnesota, on the 8th day of September 11, 2007.
I.CALL TO ORDER
Chair Japs called the meeting to order at 7:00 p.m.
II. Roll Call

Burbank identified that no applications have been received for the vacancy yet, and that
the vacant seat would continue to be advertised.
III. APPROVAL OF AGENDA
McBride moved to approve the agenda as submitted, Brown seconded. Motion carried
unanimously.
IV. APPROVAL OF MINUTES
Ratzlaff moved to approve the May 8, 2007 minutes as submitted. Mcbride seconded the
motion. Motion carried unanimously.
V.OPEN FORUM
None
VI.OLD BUSINESS
A. Lime Kiln Signage
Burbank presented photos of the Lime Kiln signage that was refurbished. Japs asked
about access to the site, noting that the signage supports the objective of promoting historic
landmarks. Burbank responded that access was via the river or with arrangements from the
Scmaltz’s, who own the property. Gross commented on how the refurbished sign promotes
the new historic landmark logo better than the old one.

B. Atkinson Cemetery Improvements.
Burbank gave the ACHP an update on the Atkinson Cemetery improvement project.
C. Historic Playing Cards
Burbank gave the ACHP an update on the historic playing cards.
VII.NEW BUSINESS
A. Video – Birthplace of Cottage Grove
Burbank identified that the video would have to be shown after the meeting in his office
due to technical difficulties with the computer in the Council Chambers. The ACHP
concurred.
B. Quist House – 9912 – 70th Street (“Cedarhurst Gardener’s Cottage”)
Burbank presented the ACHP with a proposal by the Thao family to obtain an Historic
Places Conditional Use Permit for their property to allow for the construction of a new
single family home on their lot, and to allow for retention of their existing home as a pri-
vate library and museum. The ACHP held a general discussion about topic. Japs thought
it would be good to require the registration of the property on the local historic register.
Councilmember Luden commented that he concurred with tying the CUP to registering
the property. Japs commented on how the process supports creative reuse of historic
properties.
Ratzlaff moved to support the Historic Places Conditional Use Permit request with the
requirement of registration added, that the design be compatible with Cedarhurst, and
that the new structure be connected to public utilities if/when feasible. Jan Japs seconded
the motion. Motion carried unanimously.
C. Demolition Report – 6390 Manning Avenue
Burbank presented the ACHP with photographs and information on a farmstead that was
being demolished and identified that while unique, the structure was not a registered
property. The ACHP received the information and held a general discussion on old farm-
steads. The Browns and Ratzlaff provided some historical anecdotes about the former
owners of the site.
D. Oral History Project
Burbank queried the ACHP on if they wanted to pursue an oral history project that had
been previously discussed. The ACHP concurred that they did. Burbank suggested a
multi-media project. Japs suggested prepping interviewees with questions beforehand,
and asked about props or backdrops for shooting video. Gross asked who should be in-
terviewed. Some names that were suggested were Glen Brown, Lyle Biscoe, Bruce Long,
Charles Woodward, Carl Manke, and Arnie Moen. Japs suggested that the first step be
the compilation of a list of interviewees and then topics. Farming and industry were
suggested. Burbank responded that he would do research on types of questions used in
other projects.

VIII.HISTORIC INQUIRIES

IX.COUNCIL LIASON REPORT
Councilmember Luden highlighted to the ACHP that the Council had recently discussed
or taken action on the following: budgets, bigger challenges in 2008, Norris Square,
Werner Electric project, and the ice arena.

Motion to adjourn was made by Ratzlaff and seconded by McBride. The motion passed
unanimously and the meeting adjourned at 9:03 p.m.
