HomeMy WebLinkAboutHist Pres Minutes 09-12-2006CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION SEPTEMBER 12, 2006 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 7516 – 80th Street South, Cottage Grove, Minnesota, on the 12th day of September 2006. I.CALL TO ORDER Chair Aaron Rolloff called the meeting to order at 7:04 p.m. II. Roll Call : MEMBERS PRESENTGlen Brown, Beverly Gross, Nannette LaChapelle, Mickey McBride, Frances Ratzlaff, Aaron Rolloff, Herb Japs MEMBERS ABSENT: None OTHERS PRESENT:John M. Burbank, Senior Planner III. APPROVAL OF AGENDA Burbank indicated he would like to add a new business item on the Cottage Square re- development. The ACHP consented and the agenda was approved as submitted and modified. IV. APPROVAL OF MINUTES Rolloff moved to approve the July 11, 2006 Minutes as submitted. Ratzlaff seconded the motion. Motion carried unanimously. V.OPEN FORUM None VI.OLD BUSINESS a. Atkinson Cemetery Grave Markers – Update Burbank identified that the “rubble pile” in the Atkinson cemetery had been positively identified as the bases of all the markers that had been set from their original vertical position to a horizontal orientation. The Committee held a general discussion on the protection of the existing markers and if a preservative could be utilized to help retard additional degradation of the faces. Burbank responded that he would inquire about. He would also place a note about the “rubble pile” into the Historic record file for the Cemetery. b. 2007 Budget Burbank covered the proposed 2007 budget items. The ACHP requested that the City Council begin to budget maintenance and upkeep funds for the Old Town Hall in Langdon. Watson House Certificate of Appropriateness Burbank indicated that he was contacted again by the new owners of the historic Robert Watson house (7010 Iverson Court South). He indicated that the renovation of the building were being scaled back, and that the certificate of appropriateness rec- ommended in July should be modified to just permit the exterior painting and roofing as proposed. The ACHP discussed the issue. Japs moved to amend the Certificate of appropriateness. Gross seconded. The motion carried unanimously. VII.NEW BUSINESS Southpoint Ridge a. Burbank reported on the proposed South Point Ridge Development and explained that the previous ACHP actions related to the non-registered historic property was for the house demolition permit on the site. The Committee held a general discussion about the site and confirmed their original recommendation to incorporate some his- toric recognition components into any City approvals for the site. b. Cedarhurst Point Burbank explained the proposed project, noting that additional submittal materials were being required of the developer. The ACHP discussed design components for the Military Road Trailway corridor and identified the following points: Straight and roadway like versus curvilinear Include historic interpretive signs Include benches Have themed water fountains, such as a hand pump, and include dog water access Explore a dual pathway design reflective of wagon road tracks Have special intersection details Make the corridor as wide as possible Explore themed outhouse enclosures along trail Burbank responded that he would share these ideas during the project planning process and report back to the ACHP. c. Park Senior High Year Books Burbank stated that the City had been approached about accepting a donation of Park High School year books. The ACHP recommended accepting the books and contacting the Library as an option of making the books available to the public. Burbank responded that he would share any new information on the books with the ACHP in the future. d. ACHP Cable Show Burbank explained that the Cable Commission would work with the ACHP to video- tape filler segments for the Community Development show. He suggested the lime kiln as a subject. The ACHP discussed additional show topics, which are noted below: Advisory Committee on Historic Preservation Minutes September 12, 2006 Page 3 of 3 Registered historic properties and how to register People who have live in Cottage Grove as it has grown Bus history Farm houses Barns Minnesota/Cottage Grove early agricultural roots South Washington heritage speakers Burbank responded that he would continue to work on the details with the Cable Commission. e. Grey Cloud Island Land Acquisition Burbank reported that the City Council had approved the land acquisition on Lower Grey Cloud Island and that a purchase agreement was being drafted. No action was taken by the ACHP. f. Cottage Square Burbank explained that the Cottage Square redevelopment project was progressing, and he would add any last minute photos and demolition photos to the historic file. No action was taken by the ACHP. VIII.HISTORIC INQUIRIES Burbank shared an e-mail he had received from a genealogy researcher on a Glenn family in Old Cottage Grove. The Committee held a general discussion on the topic. Rolloff indicated that his property contains an old foundation in the approximate location of the hotel reported to have been run by Mr. Glenn. No action was taken by the ACHP. IX.COUNCIL LIASON REPORT None X.COMMISSION COMMENTS None XI.STAFF COMMENTS None XII.ADJOURNMENT Motion to adjourn was made by Japs and seconded by Gross. The motion passed unanimously and the meeting adjourned at 8:55 p.m.
