ADVISORY COMMITTEE ON HISTORIC PRESERVATION
NOVEMBER 13, 2007
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 7516 – 80th Street South, Cottage
Grove, Minnesota, on the 13th day of November, 2007.
I.CALL TO ORDER
Chair Japs called the meeting to order at 7:00 p.m.
II. Roll Call

Burbank reported that two applications have been received for the vacant seat.
Jan Japs made a motion to request that the Council expand the Commission by one
additional seat and appoint Judy Spooner and Lorraine Brown to the ACHP. Gross
seconded the motion. Glen Brown abstained. The motion carried unanimously.
III. APPROVAL OF AGENDA
Glen Brown moved to approve the agenda as submitted, Ratzlaff seconded. Motion
carried unanimously.
IV. APPROVAL OF MINUTES
Glen Brown moved to approve the September 11, 2007, minutes as submitted. Ratzlaff
seconded the motion. Motion carried unanimously.
V.OPEN FORUM

VI.OLD BUSINESS
A. Historic Card Sale/Distribution Update
Burbank presented details on the historic card sales, noting that council action would be
needed to authorize the donations to the school district and the senior center. Herb Japs

suggested that the ACHP begin preparations on Phase II of the historic card program
given the time it took to complete the first deck. The ACHP agreed and asked for it to be
placed on the agenda. Ratzlaff suggested that card sponsors such as families or
businesses be solicited. The ACHP concurred that the new cards should have the same
format of 40 words or less and a photo. Herb Japs suggested getting community input on
the information for on the second set of cards. Luden suggested utilizing a forum such as
the Bulletin Board in the St. Paul Pioneer Press and coordinating with the City’s web
page and the South Washington County Bulletin. Gift shop and consignment sales were
discussed by the ACHP. Luden also suggested getting a presence at the Chamber
breakfast meeting.
B. Sign Replacement Program – Old Cottage Grove Corner Sign
Burbank stated that he received a quote from Hotline Design for the refurbishing of the
Old Cottage Grove Corner Sign. McBride made a motion to recommend contracting with
Hotline Design to complete the Old Cottage Grove Corner Sign. Brown seconded. Motion
carried unanimously.
C. Oral History Project
Burbank queried the ACHP on their vision for the oral history project. Some responses
shared by the ACHP during a brainstorming session were:

to cement direction

Four to five themes
Fabric of the community
Fish for themes from public
Topical approach
Define timelines
Human Interest
Small scale pilot program to gauge
Historical Character
success and receptivity

Burbank indicated he would place more information on the next agenda.
VII.NEW BUSINESS
A. Quist House: 9912 – 70th Street (“Cedarhurst Gardener’s Cottage”)
Burbank presented information on the Thao family obtaining an Historic Places
Conditional Use Permit to allow for the construction of a new single family home on their
lot and for retention of their existing home as a private library and museum. He stated
that the ACHP recommendation to require the registration of the property on the local
historic register was included as a condition of the Historic Places CUP. The ACHP held
a general discussion on this topic.
Brown moved to recommend a certificate of appropriateness for the registration of the
property on the local historic register. Gross seconded the motion. Motion carried
unanimously.

VIII.HISTORIC INQUIRIES
Burbank presented the ACHP with details on the two Historic Inquiries received.
Cottage View – Jessica Elaine Tweet
Tombstone research – L. E. Hare
IX.COUNCIL LIASON REPORT
Councilmember Luden highlighted the recent actions taken by the City Council, including
the community survey, the Cottage View development proposal, and the ice arena
addition schedule.
X.COMMISSION COMMENTS
Glen Brown asked about the status of the new Culver’s restaurant. Burbank responded
that a building permit application was being prepared.
XI.STAFF COMMENTS
Burbank gave an update on the Comprehensive Steering Committee. He notified the
ACHP about a television program about Old Minnesota that will be broadcast on TPT 17
on November 18, at 6:00 p.m.
Miscellaneous HP Publications/Information
Burbank then gave some background information regarding the miscellaneous HP
publications and information that were included with the packet.
XII.ADJOURNMENT
Motion to adjourn was made by McBride. Ratzlaff seconded. The motion passed
unanimously and the meeting adjourned at 8:35 p.m.
