HomeMy WebLinkAboutHist Pres Minutes 12-12-2006CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION DECEMBER 12, 2006 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on His- toric Preservation was duly held at the Cottage Grove City Hall, 7516 – 80th Street South, Cottage Grove, Minnesota, on the 12th day of December, 2006. I.CALL TO ORDER Chair Aaron Rolloff called the meeting to order at 7:06 p.m. II. Roll Call : MEMBERS PRESENTGlen Brown, Beverly Gross, Mickey McBride, Frances Ratzlaff, Aaron Rolloff, Herb Japs MEMBERS ABSENT: None – one vacancy OTHERS PRESENT:Mayor Sandy Shiely John M. Burbank, Senior Planner Martha McBride Lorraine Brown III. APPROVAL OF AGENDA The ACHP reviewed the agenda, and it was approved as submitted. IV. APPROVAL OF MINUTES Japs moved to approve the September 12, 2006 minutes as submitted. McBride sec- onded the motion. Motion carried unanimously. V.OPEN FORUM None VI.OLD BUSINESS A. Cottage Grove Reports– Update Burbank reported that support staff was scanning and organizing the stack of old Cottage Grove reports that the Mayor provided to be included as links on the City’s web page. He also noted that additional copies of old reports had been submitted to the City from Margo Doten. B. Atkinson Cemetery Burbank stated that he is continuing to work on an upgrade plan that can be pre- sented to the City Council. Advisory Committee on Historic Preservation Minutes December 12, 2006 Page 2 of 3 Mayor Shiely stated that the South Washington Historical society was going to have a presentation on the Cottage Grove Cemetery. Burbank said he would work on getting a link from the City’s web page to the group’s web site schedule. C. Historic Plaques The ACHP reviewed the existing Grey Cloud Island Lime Kiln plaque and recom- mended having the City pay for getting it fixed up for placement back at the kiln. The ACHP also reviewed several digital images of plaque examples from other communities and the cost information provided by Burbank. The consensus of the ACHP was to recommend that the City pursue the installation of at least two historic marker plaques in 2007 with the following criteria related to the creation and placement of the plaques: Concept Plaque Criteria Create plaques that are 24 by 24 inches or less where appropriate. Include the City of Cottage Grove text. Include Local Registered Historic Landmark designation (National also if war- ranted). Include a picture or graphic relevant to the site. Include a Historic Preservation graphic/logo common to all the plaques. Include copy in an amount significant enough to convey message and educate. Present a final draft layout to the ACHP and City Council. Plaque Installation The plaques must be placed in prominent public locations that have unrestricted public access. The plaques must be placed in areas that will deter vandalism. The plaques must be placed on existing structures or permanent features such as rocks or posts. The plaques must be recognized with the placement of a simple street iden- tification sign noting historic plaque in area. Plaque Locations – Phase 1a (budgeted) 1. Hazen P. Mooers Park 2. Cottage Grove Lyceum Hall (Cottage Grove cemetery) Plaque Locations – Phase 1b (unbudgeted) 1. Atkinson Cemetery 2. Old Town Hall D. Historic Playing Cards Burbank identified recent modifications to the historic playing card text. The ACHP offered several points of clarity and direction. Burbank indicated he would finish the few missing card components and get changes back to the ACHP. Advisory Committee on Historic Preservation Minutes December 12, 2006 Page 3 of 3 VII.NEW BUSINESS None VIII.HISTORIC INQUIRIES None IX.COUNCIL LIASON REPORT None X.COMMISSION COMMENTS Ratzlaff commented that as a part of the Ravine Park Master Plan, the park lake should be officially named through the DNR lake naming process. XI.STAFF COMMENTS Burbank reported that the Cedarhurst Point application had been withdrawn. Burbank identified that the barn owned by Kip and Linnea Sundgaard at 8348 Keats Avenue collapsed and had to be dismantled. XII.ADJOURNMENT Motion to adjourn was made by Brown and seconded by Ratzlaff. The motion passed unanimously and the meeting adjourned at 8:59 p.m.
