Pass a motion adopting a resolution accepting a grant award of one (1) squad car camera
system valued at $5,295.00 from the Minnesota Department of Public Safety through the
Office of Traffic Safety with a required city match of $300.00; $200.00 towards installation and
$100.00 to the Minnesota Sheriffs Association and authorize the Police Division to enter into a
grant agreement with the Minnesota Sheriffs' Association.

Subject: ACCEPTANCE OF SQUAD CAR GRANT
INTRODUCTION
The Minnesota Department of Public Safety, in early 2010, launched an initiative to
provide funding for all law enforcement agencies in the State of Minnesota.
The City of Cottage Grove has been awarded one (1) squad car camera system valued
at $5,295.00 with a required match of $100.00. At this time, we are requesting
Council's approval to accept the grant funding.
DISCUSSION
The Minnesota Department of Public Safety, through the Office of Traffic Safety (OTS)
recognizes the value of in squad cameras in law enforcement. In 2008, Council
authorized the purchase of 16 cameras (1 spare) for marked patrol units. Cottage
Grove has realized as well that the squad car camera systems have proved to provide
invaluable documentation of police activities. The grant funding would provide one (1)
additional camera to be used in the Community Service Officer (CSO) vehicle. CSO's
interaction with the public and police officers is extensive; the addition of a camera
system to the CSO vehicle would enhance our service delivery and document activities.
The value of the L -3 camera is $5,295.00 and Cottage Grove would be required to
match $300.00; $200.00 towards installation and $100.00 to the Minnesota Sheriffs'
Association, who is administering the grants.
RECOMMENDATION
Authorize the acceptance of the State grant to accept one (1) Mobile Vision Flashback II
camera from L -3 Communications via the Office of Traffic Safety grant and pay the local
match costs of $100.00 to the Minnesota Sheriffs' Association.

RESOLUTION AUTHORIZING THE ACCEPTANCE OF GRANT FUNDING FROM
THE MINNESOTA DEPARTMENT OF PUBLIC SAFETY THROUGH THE OFFICE
OF TRAFFIC SAFETY AND AUTHORIZE THE ACCEPTANCE OF ONE MOBILE
VISION FLASHBACK II CAMERA SYSTEM FROM L -3 COMMUNICATIONS AND
ENTER INTO A GRANT AGREEMENT WITH THE MINNESOTA SHERIFFS'
ASSOCIATION
WHEREAS, the Minnesota Commissioner of Public Safety announced a
grant opportunity for in squad cameras through the Office of Traffic Safety in
association with the Minnesota Sheriffs' Association and,
WHEREAS, the Minnesota Sheriffs' Association has approved Cottage
Grove Police Division receive grant funding for the In Squad Camera System in the
amount of $5,295.00 and have the city provide a matching fund request of $300.00,
and
WHEREAS, the Minnesota Sheriffs' Association requests that a grant
agreement be signed for the In Squad Camera System and returned with the
required local match of $100.00.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, accept on behalf of the
Cottage Grove Police Division, grant funding from the Minnesota Department of
Public Safety, Office of Traffic Safety in association with the Minnesota Sheriffs'
Association of one (1) In Squad Camera System in the amount of $5,295.00 with a
local match of $300.00, $200.00 which will be for installation and $100.00 to be paid
to the Minnesota Sheriffs' Association.

Last April, the MN Commissioner of Public Safety announced a grant opportunity for in
squad cameras. This was being done through the Office of Traffic Safety in association
with the MN Sheriff's Association.
As we discussed at that time, we were going to apply for one camera through this grant
for our CSO vehicle. This squad is currently the only marked squad in our fleet that was
not equipped with a camera system. There was an approximately two week window
that we had to apply for this grant. That short time frame did not allow us to seek out
prior Council authorization to apply for and accept this grant.
During the last week of June, I was advised that we were successful in our grant
application. At that timed was informed that more information would be forthcoming.
Last week I received a grant agreement form from the MN Sheriff's Association. They
are requesting that this agreement be returned by August 13 2010.
The camera system that we were awarded was a Mobile Vision Flashback II from L -3
Communications. This is 100% compatible with our current system and server. This
system has a value of $5,295.00.
This grant did come with a matching funds request of $300.00. Of this, $200.00 can be
used for the installation costs associated with the system. The remaining $100.00
needs to be in a check made out to the MN Sheriff's Association. This check needs to
accompany the grant agreement which is to be turned in next week.
At this time I am requesting that we seek Council approval to accept this grant and at
the same time request the $100.00 check to fulfill the portion of our matching funds.
I have included with this memo a copy of the grant agreement. Please let me know if
you have any further questions.

Re: In -Car Camera Order and Distribution Agreement
The Minnesota Sheriffs' Association (MSA) is contracted by the Office of Traffic Safety (OTS) to
coordinate and facilitate the ordering and distribution of in -car cameras awarded to law enforcement
agencies in the State of Minnesota. We have worked hard to simplify the agreement order process and
thank you for your patience. Attached to this memo is an agreement form that needs to be completed
and returned by August 13, 2010. There is also information that is included about the use and
responsibility of the in -car cameras awarded through the Department of Public Safety In -Car Camera
Initiative. Please read this carefully.
For your convenience, information on the agreement has been preprinted. if any of the contact
information is incorrect, please update the form with the correct information.
Return two (2) copies of this agreement. The signatures on both agreements must be original and
signed and dated in blue ink. The two agreement forms must be signed and dated by an authorized
person.
The forms and local match money are due to the Minnesota Sheriffs' Association by the close of

The mounting brackets for some of the cameras vary depending on the year and type of vehicle, please
list the MAKE, MODEL and YEAR and tell us how many cameras will be installed in that type of vehicle .

Any equipment purchased under this grant contract shall be used primarily for traffic safety purposes
during the life of the equipment. By accepting the award, the agency may not deviate from this
requirement and may not dispose of any equipment unless it has first obtained permission from the
State. Only equipment specified in this grant contract may be purchased.
Any law enforcement agency receiving an in -car camera through the DPS In -Car Camera Grant Program
is responsible for any operating, maintenance, and repair costs of equipment purchased under this grant
contract unless otherwise specified. Title to equipment acquired through the in -car camera grant
program shall vest upon the law enforcement agency.
The law enforcement agency must inform OTS if the agency sells, replaces, or otherwise disposes of the
in -car camera(s) and that the proceeds would have to go to OTS approved traffic safety activities,
The funds being used to purchase the cameras are federal funds, CFDA numbers 20.601, 20.609, and
20.611.
The National Highway Traffic Safety Administration requires all the cameras to be used in vehicles that
would ordinarily be used in patrolling roadways or the direct supervisors of those patrolling roadways.
