HomeMy WebLinkAbout2005-07-12 EDA MinutesCITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES July 12, 2005 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 12th day of July 2005. CALL TO ORDER The meeting was called to order at 7:30 a.m. by EDA President Shiely. Rni i CAI i Members Present: Al Boche, EDA Member Glen Kleven, EDA Member Sandy Shiely, EDA President Gerry Weingartner, EDA Secretary /Treasurer Mike Wennen, EDA Member Jim Wolcott, EDA Member Members Absent: Myron Bailey, EDA Vice President Others Present: Howard Blin, Community Development Director Joe Fischbach, Management Analyst Ron Hedberg, Director of Finance and Administrative Services Tom Kaiser, Bulletin Newspaper Jessica Sandin, Management Analyst Ryan Schroeder, EDA Executive Director APPROVAL OF MINUTES Glen Kleven moved to approve the June 14, 2005 Economic Development Authority Minutes. EDA Member Wolcott seconded and the motion carried unanimously. Economic Development Authority - Minutes June 14, 2005 Page 2 DEVELOPMENT UPDATE Ryan Schroeder informed the EDA that several project proposals are being discussed for the industrial park and the projects include multi- tenant industrial buildings. Although there has been a lot of discussion, the projects are not currently at a stage to bring a proposal forward. He stated a ribbon cutting has been set for ICC later this month. Schroeder informed the EDA that the Zitzloff Auto Body project is apparently on again for at least the moment. He stated the site has already been improved with utilities and a pedestrian trail in anticipation of a project on the parcel. Schroeder noted a volunteer tree planting event is scheduled for July 28 and Howard Blin, Community Development Director, is planning a neighborhood meeting in 2 -3 weeks regarding the buffer plantings for the industrial park area. He informed the EDA that the council adopted a six month moratorium against projects with outside storage in order to review current ordinances that may allow outside storage for certain types within industrial zones. Schroeder also mentioned Aspen Grove and Frattalone continue to work on conceptual layouts for their properties west of Kohl's. He stated the City is Master Planning the Clear Channel, Camel's Hump, Oakwood Park area as a cogent park and open space amenity. This may result in coordinating the City owned commercial parcel north of Ruby Tuesday with reconstruction of the Oakwood Park parking lot. Schroeder concluded the development update with a mention that Oakwood Commons phase II construction is proceeding and Point West Business Center appears to be leased up with the addition of a coffee shop and tenant buildout occurring on the western most bay of the Center. EAST RAVINE Howard Blin updated the EDA on the design standards for the East Ravine pursuant to discussion at the June EDA meeting. The Planning Commission has been working on a series of standards for residential development and will soon begin on standards to be applied to commercial development. Discussion ensued regarding the design standards. Concerns regarding maintenance of cul- de -sac islands and enforceability of covenants were raised. Blin commented associations would maintain and enforce standards for amenities. EDA Member Kleven noted that the standard of discouraging fences should consider the need for fences around pools, for dogs and protection of children. Support for the high standards, such as larger garages in townhomes, and in general was expressed by EDA members. Blin stated the standards will be modified through the required process and he will share the Authority's suggestions on defining landscaped bed, requiring in- ground irrigation, and making exceptions for siding as an exterior material. 2 Economic Development Authority - Minutes June 14, 2005 Page 3 STRATEGIC PLAN The EDA Members were provided a copy of the adopted strategic plan as recommended and approved by the City Council. GATEWAY FENCING UPDATE Jessica Sandin reviewed the status of the project, stating that the City Council and all parties have approved the agreements. Sandin also mentioned the fence project is anticipated to begin construction next week. 2005 GOLF OUTING UPDATE Jessica Sandin updated the EDA on the status of the Golf Outing on August 16 and stated 79 people and 9 sponsors have registered. EDA President Shiely volunteered to help with registration on the day of the event and both Jim Wolcott and Shiely will present the awards /prizes at the dinner awards ceremony. CAI FNnAR The EDA members were reminded of upcoming meetings and events. Awnl1RN Jim Wolcott made a motion to adjourn, which was seconded by Glen Kleven. The meeting adjourned at 8:25 AM.
