HomeMy WebLinkAbout2005-12-13 EDA MinutesCITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES December 13, 2005 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 13th day of December 2005. CALL TO ORDER The meeting was called to order at 7:30 a.m. by EDA President Shiely. RnLL CALL Members Present: Sandy Shiely, EDA President Myron Bailey, EDA Vice President Gerry Weingartner, EDA Secretary /Treasurer Glen Kleven, EDA Member Mike Wennen, EDA Member Members Absent: Al Boche, EDA Member Jim Wolcott, EDA Member Others Present: Howard Blin, Community Development Director Joe Fischbach, Management Analyst Ron Hedberg, Finance and Administrative Services Director Tom Kaiser, Bulletin Newspaper Jessica Sandin, Management Analyst Ryan Schroeder, EDA Executive Director APPROVAL OF MINUTES EDA Vice President Bailey moved to approve the November 8, 2005 Economic Development Authority Minutes. EDA Member Kleven seconded the motion, All Present in Favor. Economic Development Authority - Minutes December 13, 2005 Page 2 DEVELOPMENT UPDATE Ryan Schroeder updated the EDA on the Comprehensive Plan submittal for the East Ravine district scheduled for Metropolitan Council consideration in early January, stating there are no issues of significant concern. Therefore, it is expected to be at the Council table in January or February asking to put the plan in place. Ryan Schroeder told the EDA that the Planning Commission reviewed the site plan for the Washington County South Service Center so Council will consider the site plan in January. In commercial projects, the Jimmy Johns sub sandwich restaurant opened and there is approval for the 4000 square foot AnyTime Fitness workout facility in the Shoppes at Gateway North. In addition, the first few businesses are expecting to announce openings at the Point West Business Center around the first of the year. Ryan Schroeder updated the EDA stating the Cottage View property is under option. Furthermore, at the December 7 meeting the City Council approved the site plan for the proposed Graphic Resources plant at the intersection of 97 / 100 Streets. Schroeder informed the EDA Cottage Square negotiations are active between Snyders Drug Stores and PHM on relocation of the Snyder's on the redevelopment parcel. The City is expecting to schedule a meeting between Demories, PHM and the City over the next few weeks. EDA President Shiely moved to table eminent domain action on Cottage Square to the January 10 2005 EDA meeting. EDA Secretary /Treasurer Weingartner seconded the motion, All Present in Favor. DAYTIME POPULATION COMPARISONS Ryan Schroeder highlighted a recent Star Tribune article on daytime populations in suburbs. The article provided information on one factor in the choices made by retailers in identifying future location options. Discussion ensued regarding the ability to attract certain retail uses with the mass exodus from suburbs. TIF ACTION Ron Hedberg requested action to remove one parcel from existing TIF district 1 -10. When the district was created it appears that parcel number 12.027.21.24.0001 was included in the TIF plan by mistake. EDA Member Weingartner moved to adopt the resolution recommending to the City Council the decertification of parcel No. 12.027.21.24.0001 from Tax Increment Financing District No. 1 -10 of the City of Cottage Grove. EDA Member Bailey seconded the motion, All Present in Favor. 2 Economic Development Authority - Minutes December 13, 2005 Page 3 EDA OPERATIONAL ITEMS Ryan Schroeder updated the EDA on the upcoming term expiration of EDA member Kleven and the six year term limit for service on Commissions. He also informed the EDA members the 2006 budget eliminates Board stipends. Mayor Sandy Shiely announced that she will not be continuing on the EDA in 2006 and has asked Council member Pat Rice to take that position. Discussion ensued regarding the bylaws and two questions resulted: do the bylaws regulate the number of missed meetings and do the bylaws regulate if the Mayor or any members of council are appointed to the EDA? EDA President Shiely requested staff clarify questions raised by the Commission and requested this item be placed on the January agenda for further discussion. EDA officer elections will be scheduled for January as well. BUSINESS RECOGNITION BREAKFAST Jessica Sandin informed the EDA the date of Monday, January 23 at 7:30 has been reserved for the Annual Business Recognition Breakfast. EDA members provided input on the guest speaker. The EDA decided an honorarium or stipend is appropriate to attract a professional speaker for the event. EDA members agreed $500 is an appropriate amount for a speaker and would consider a higher amount only with EDA approval. Invitations for the breakfast will go out in December to businesses in Cottage Grove, Newport and St. Paul Park. CALENDAR The EDA members were reminded of upcoming meetings and events. MISCELANEOUS BUSINESS ITEMS None ADJOURN EDA Member Wennen moved to adjourn the meeting. EDA Member Bailey seconded the motion, All Present in Favor, the meeting adjourned at 8:20 AM.
