AUTHORITY
MINUTES
March 14, 2006
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 14th
day of March 2006.
CALL TO ORDER
The meeting was called to order at 7:30 a.m. by EDA President Bailey.

APPROVAL OF MINUTES
A motion was made by EDA Member Wolcott to approve the February 14, 2006
Economic Development Authority minutes as presented, seconded by EDA Vice
President Rice, All Present in Favor.
DEVELOPMENT UPDATE
EDA Executive Director Schroeder gave the EDA an update about recent interest in medical
clinics from three or four developers and an end user. There is also a proposal for a medical
clinic at 70 and Hinton that will be brought to the Planning Commission next month.
Ryan Schroeder encouraged EDA members to continue to visit the economic development
page on the City of Cottage Grove website which continues to be updated. It is intended to
keep all interested parties updated about the business opportunities within Cottage Grove.
1501 Settlement Agreement
EDA Executive Director Schroeder updated the EDA on the 1501 Settlement Agreement. He
stated this agreement was amended beyond the EDA approval at the January meeting. The
amended agreement has been signed by the authorized 1501 representative and therefore it is
appropriate for Council and EDA consideration. Schroeder stated basically the agreement has
two points, the trash enclosure meets our ordinance requirements and will not require
expansion and we are providing cash payment for the trees that did not survive. Upon City
agreement we will no longer have any responsibility.
Motion by EDA Member Kleven to approve Addendum no. 1. To the purchase and land
exchange agreement with the 1501 Partnership. The motion was seconded by EDA Vice
President Rice, All Present in Favor.
AUTHORIZATION OF THE QUICK TAKE EMINENT DOMAIN PROCESS FOR COTTAGE
SQUARE
Ryan Schroeder, Executive Director of the EDA, updated the members regarding the Cottage
Square site. On February 14, 2006, the EDA authorized the condemnation of the leases of
Snyders and DeMori's, the remaining tenants in the Cottage Square Mall. This action was
taken in accordance with the development agreement between the EDA and the redeveloper of
the Cottage Square property, Presbyterian Homes (PHM). The EDA further authorized the use
of the quick take condemnation process which expedites the termination of leases.
The City Council ratified the EDA's action on February 15, 2006. In response to a request from
Snyders, the Council continued action on authorizing the quick take process and referred the
matter back to the EDA. The purpose of this continuance was to allow time for PHM and
Snyders to conduct negotiations on a settlement on the remaining term of the lease. These
negotiations have taken place and the parties are near agreement. This progress towards a
settlement meets the intent of the continuance of the quick take process by the City Council. In
addition, it is expected that discussions will continue on a settlement of the lease for DeMori's.
Discussion ensued regarding the quick take process. It was noted the quick take process
allows the parties to move forward with a date certain.
Motion by EDA Member Kleven to adopt the resolution as amended authorizing a quick take
condemnation process for the remaining leases at Cottage Square Shopping Center. The
motion was seconded by EDA Member Wolcott, All Present in Favor.

UPDATE ON WEST DRAW AND EAST RAVINE DEVELOPMENT
Community Development Director Howard Blin gave an update on land control and
development activities in the East Ravine and West Draw area. As demonstrated by the
provided maps, most land is under control of various developers. Blin also pointed out there will
be a lot of activity next year in these areas.
NOTICE OF PUBLIC HEARING FOR BUSINESS INVESTMENT (SUBSIDY)
EDA Executive Director Schroeder stated the Bailey Property Management project is essentially
the same building and location as the previous Graphic Resources project. Staff therefore
recommends setting the public hearing date and assignment of the development agreement.
Motion by EDA Member Wolcott to adopt publishing the notice of public hearing for Business
Investment (Subsidy). The motion was seconded by EDA Member Weingartner, All Present in
Favor.
Motion by EDA Vice President Rice to approve the development agreement between the EDA
and Bailey Property Management, LLC. The motion was seconded by EDA Member
Weingartner, All Present in Favor.
DEVELOPMENT NEWSPAPER ARTICLE
EDA President Bailey shared an article from the 3/5/06 Pioneer Press that states Cottage Grove
is a target area for growth.
CHAMBER ANNUAL SPRING BANQUET DONATION REQUEST
The Chamber spring banquet will be held on May 5 and is soliciting auction donations and
nominations for the annual awards.
3 RD ANNUAL BUSINESS SHOWCASE
Jessica Sandin informed EDA members the Chamber recognized the EDA sponsorship of the
Business Showcase on the registration form and the 3 rd Annual Business Showcase will be held
on Thursday, April 20, 2006 from 4:30- 7:30 PM at the Cottage Grove Armory.
CALENDAR
The EDA members were reminded of upcoming meetings and events.

ADJOURN
EDA Vice President Rice moved to adjourn the meeting. EDA Member Weingartner seconded
the motion, All Present in Favor, the meeting adjourned at 8:05 AM.
