HomeMy WebLinkAbout2006-04-11 EDA MinutesCITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES April 11, 2006 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 11th day of April 2006. CALL TO ORDER The meeting was called to order at 7:30 a.m. by EDA President Bailey. ROLL CALL Members Present: Myron Bailey, EDA President Pat Rice, EDA Vice President Gerry Weingartner, EDA Secretary /Treasurer Mike Wennen, EDA Member Jim Wolcott, EDA Member Members Absent: Glen Kleven, EDA Member Others Present: Joe Fischbach, Management Analyst Tom Kaiser, Bulletin Newspaper Al Ploeger, Mainstreet Bank Ryan Schroeder, EDA Executive Director APPROVAL OF MINUTES A motion was made by EDA Member Wolcott to approve the March 14, 2006 Economic Development Authority minutes with one change which was an error in which member made a motion. Seconded by EDA Member Weingartner, All Present in Favor. DEVELOPMENT UPDATE EDA Executive Director Schroeder gave the EDA a development update. Specifically he gave them the latest news about the Cottage Square Mall redevelopment project and what is Economic Development Authority - Minutes April 11, 2006 Page 2 happening with the eminent domain process. Demori's is the only remaining tenant. Synder's recently signed a Lease Termination and Settlement Agreement with a May 31 closure date and New Moon closed on March 31 /April 1. Permits have been pulled for many businesses in town including: J &S Siding, Electric Sun, First Financial Lending, Pizza Man and renovation permits for Target and Renewal by Anderson. Turbo Nails may be relocating to the Starbucks building which would trigger an expansion by American Sports Bar and Grill. In the Industrial Park, there should be a closing on the Resorts and Lodges project within the next few weeks. Opus Northwest has signed a purchase agreement for property within the Park. They are anticipating the construction of a 96,000 square foot building at the corner of Jamaica and 95 The plan is to get the footings in late this year and building completion in 2007. They are also working on development opportunities elsewhere within the Park. These opportunities will continue to be option agreements with WAG farms. The City will continue to have development control over the property on the west perimeter of the park along 97 street. EDA Executive Director also gave an update on the Hamlet Park expansion project as it relates to developable property after the pond expansion. WASHINGTON COUNTY ECONOMIC DEVELOPMENT PROPOSAL Staff brought to the EDA a draft proposal for the Formulation of a Comprehensive Economic Development Strategy for Washington County and its Communities. Some EDA members had concerns with the proposal because the scope of the project is unclear to them. Many thought it had the potential to add another layer of bureaucracy that the EDA thought was unneeded. They suggested inviting a few Washington County commissioners to the next EDA meeting for some clarification and to talk about general economic development topics. Motion by EDA Vice President Rice to table a vote on the proposal until the EDA meeting in May. Seconded by EDA Secretary /Treasurer Weingartner, All Present in Favor. BUSINESS INVESTMENT (SUBSIDY) PUBLIC HEARING A public hearing was held to give interested parties a chance to speak to the business subsidies agreement with Bailey Property Management, LLC. Nobody spoke at the public hearing. Motion by EDA Member Wolcott to adopt the business subsidy resolution approving the business subsides with Bailey Property Management, LLC. Seconded by EDA Secretary /Treasurer Weingartner, All Present in Favor. EDA MEMBER APPOINTMENT EDA President Bailey gave the EDA a synopsis of the three recent EDA candidate interviews he and EDA Vice President conducted. They are recommending the EDA recommend Paul Narpaul and Paul Poncin for appointment. Motion by EDA Member Weingartner to recommend 2 Economic Development Authority - Minutes April 11, 2006 Page 3 to the City Council that they appoint Paul Narpaul and Paul Poncin to the Economic Development Authority. Seconded by EDA Member Wennen, All Present in Favor. CALENDAR The EDA members were reminded of upcoming meetings and events. MISCELANEOUS BUSINESS ITEMS Updates on the following items will be coming before the Economic Development Authority in the next couple of months: • Strategic and marketing plans • East Ravine • Gateway • Cottage Square • Industrial Park development • CottageView • EDA Trust Fund policy • Jamaica round- abouts ADJOURN EDA Member Wolcott moved to adjourn the meeting.
