HomeMy WebLinkAbout2006-09-12 EDA MinutesCITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES September 12, 2006 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 12th day of September 2006. CALL TO ORDER The meeting was called to order at 7:30 a.m. by EDA President Bailey. Members Present: Myron Bailey, EDA President Paul Poncin, EDA Member Pat Rice, EDA Vice President Gerry Weingartner, EDA Secretary /Treasurer Mike Wennen, EDA Member Jim Wolcott, EDA Member Members Absent: Paul Narpaul, EDA Member Others Present: Howard Blin, Community Development Director Joe Fischbach, Management Analyst Ron Hedberg, Finance & Administrative Services Director Ryan Schroeder, EDA Executive Director South Washington County Bulletin Newspaper Representative APPROVAL OF MINUTES A motion was made by EDA Member Wolcott to approve the August 8, 2006 Economic Development Authority minutes. Seconded by EDA Member Wennen, All Present in Favor. DEVELOPMENT UPDATE EDA Executive Director Schroeder gave the EDA a development update. He specifically Economic Development Authority - Minutes September 12, 2006 Page 2 identified what new build outs have occurred at the Point West Business Center, Pine Grove Marketplace, Grove Plaza and Almar Village. A new tenant will also being going in the Shoppes at Gateway North in the next couple of months. New construction this year also includes the Washington County South Service Center and the Resorts and Lodges building. Projects that could start before the end of the year include ICHOR Creative Stone and Kappa. OPUS is continuing to move ahead with their projects in the Industrial Park. Zitzloff Auto Body is slated for spring construction. Staff is also working with developers on a commercial proposal at Southpoint Ridge. Staff has also received a concept plan for the Cottage View Theater site. Additionally, the City Council has approved a medical office building at 70 and Hinton. SALE OF PUBLIC LAND & BUSINESS INVESTMENT (SUBSIDY) PUBLIC HEARING EDA President Bailey opened a public hearing for the sale of public land. No one spoke for or against the sale of public land. EDA President Bailey closed the public hearing. Motion by EDA Member Wennen to authorize the sale of public land. Seconded by EDA Member Wolcott, All Present in Favor. EDA President Bailey opened a public hearing regarding business investments (subsidies) for Blue Vessel, LLC and Kappa Properties, LLC. No one spoke for or against the business investments (subsidies). EDA President Bailey closed the public hearing. Motion by EDA Member Wolcott to adopt the business investment (subsidy) resolutions for Blue Vessel, LLC and Kappa Properties, LLC as presented. Seconded by EDA Vice President Rice, All Present in Favor. PHM TIF MODIFICATION Ron Hedberg presented this item to the EDA. Two parcels need to be added to TIF District 1- 12, the BP Amoco and Goodyear sites because they are part of the redevelopment plan that includes the Cottage Square Mall proposed by Presbyterian Homes. Motion by EDA Member Wolcott to adopt the resolution modifying the development plan two for the addition of two parcels to TIF District 1 -12. Seconded by EDA Secretary /Treasurer Weingartner, All Present in Favor. EDA GOLF TOURNAMENT Ryan Schroeder gave the EDA a revenues and expenditures spreadsheet of the 2006 EDA Golf Tournament. EDA Member Wolcott commented that the polo shirts were a popular gift among the golfers. GROWTH PARTNER AWARDS Ryan Schroeder gave the EDA a history of the Growth Partner Awards. WELSH ADVIRTISEMENT OF COTTAGE GROVE SITES A copy of an advertisement brochure Welsh is sending out was given to the members of the EDA for their review. CALENDAR The EDA members were reminded of upcoming meetings and events. MISCELANEOUS BUSINESS ITEMS Discussion was held about the possibility of moving the Chamber Business Breakfast from January to late March or early April. Staff will look into further. ADJOURN EDA Member Wolcott moved to adjourn the meeting. Seconded by EDA Vice President Rice, All Present in Favor, the meeting adjourned at 7:55 AM.
