HomeMy WebLinkAbout2007-02-13 EDA MinutesCITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES February 13, 2007 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 13th day of February 2007. CALL TO ORDER The meeting was called to order at 7:32 a.m. by EDA President Bailey. Members Present: Myron Bailey, EDA President Paul Poncin, EDA Member Pat Rice, EDA Vice President Gerry Weingartner, EDA Secretary /Treasurer Mike Wennen, EDA Member Jim Wolcott, EDA Member Members Absent: None Others Present: Howard Blin, Community Development Director Joe Fischbach, Management Analyst Ron Hedberg, Director of Finance & Administrative Services Ryan Schroeder, EDA Executive Director Kieren Sell, South Washington County Bulletin Jesse Swenson, Management Analyst APPROVAL OF MINUTES A motion was made by EDA Member Wolcott to approve the January 9, 2007 Economic Development Authority minutes. Seconded by EDA Member Wennen, All Present in Favor. DEVELOPMENT UPDATE EDA Executive Director Schroeder gave the EDA a development update. There was a Economic Development Authority - Minutes February 13, 2007 Page 2 community meeting Monday night to discuss the PFBAs found recently in the City wells as well as some private wells. This may have short -term development impacts. Staff is still working with OPUS on the development agreement issues. A fall start date seems to be the most practical. Lyman Lumber has put off their project for awhile. The City Council will consider approval of a portion of the proposed development on the Frattalone /Core Development site. The Ott /Francis property development rights are controlled partly by the Minnesota Land Trust and they have yet to give final approval and development plans are not expected to come in this year. The developers of the Cottage View theater site are suggesting a possible development project in early 2007. But before this can happen infrastructure must be planned and in place. The biggest of these is the County Road 19 /Highway 61 interchange. Staff is working with Washington County to develop a design so they can approach the federal government for monetary assistance for the project. The City Council will have a workshop at the February 21S Council meeting to discuss the East Ravine. The EDA was also given the latest copy of the development opportunities webpage on the City website. OPUS CORPORATION PUBLIC SUBSIDY PUBLIC HEARING Staff is still negotiating the development agreement with OPUS. EDA President Bailey opened the public hearing. Motion by EDA Secretary /Treasurer Weingartner to continue the public hearing until the March 13, 2007 EDA meeting. Seconded by EDA Member Wolcott, All Present in Favor. RESOLUTION REQUESTING CITY COUNCIL TO ESTABLISH A TIF DISTRICT Staff requested the EDA proceed toward the creation of an economic development tax increment district in order to facilitate creation of a development site within the industrial park. The EDA was given a possible layout of development. Motion by EDA Member Wolcott to adopt a resolution requesting the City Council call a public hearing on a modification to the development district and creation of tax increment district 1 -14. Seconded by EDA Member Poncin, All Present in Favor. TAX CAPACITY PER CAPITA COMPARISONS EDA Executive Director Schroeder went over the comparisons with the EDA. The comparisons include all cities in the metro area with a population that currently are between 20,000 and 60,000. The comparisons show from 1997 thru 2006. In 1997 Cottage Grove was the lowest city (36 at $531 /capita but over the years has moved up to 32 and our capita has grown 59 %, the 4 th highest percentage increase. Even being one of the most improved cities over the past decade Cottage Grove continues to be in the lowest quartile. Where the City goes from here will be a discussion topic at the coming EDA Strategic Planning session. DEVELOPMENT DISTRICT MARKET VALUE GROWTH EDA Executive Director Schroeder presented the EDA with data that identifies pre - development market values and current market values for parcels in the Gateway district and Industrial Park. 2 Economic Development Authority - Minutes February 13, 2007 Page 3 Both direct and indirect taxable market value growth resulting from City development efforts within the Gateway and Industrial Park total $61,392,735 in new development and related market value appreciation and future growth from these efforts will dwarf these numbers. EDA STRATEGIC PLAN EDA Executive Director Schroeder outlined a possible work plan to update the EDA strategic plan. EDA members thought the retreat concept was a good idea. Staff will work to get a date and location secured and report back to the EDA. ANNUAL BUSINESS RECOGNITION BREAKFAST The date of this year's business recognition breakfast is Monday, March 26 EDA gave staff ideas for a possible speaker and the authority to spend up to $500 for a speaker. Invitations will go out as soon as a speaker is secured. 4 Th ANNUAL BUSINESS SHOWCASE The EDA was again asked to be a sponsor of the event. Motion by EDA Member Poncin to sponsor the business showcase event for 2007. Seconded by EDA Secretary /Treasurer Weingartner, All Present in Favor. EDA GOLF TOURNAMENT UPDATE "Save the date" postcards were sent out to over 1400 EDA contacts during the first week of February. Bruce Anderson is gathering quotes for possible gifts at this year's event. CALENDAR The EDA members were reminded of upcoming meetings and events. JAMAICA ROUNDABOUT TRAVEL TIMES The EDA was presented with travel times and speed estimates for the Jamaica Ave /Highway 61 roundabout project. MISCELANEOUS BUSINESS ITEMS The Annual EDA meeting will be held at March EDA meeting. EDA Member Wolcott requested that the EDA be kept up to date regarding developments with the PFBAs in the water as it could have a potential impact to economic development.
