HomeMy WebLinkAbout2007-03-13 EDA MinutesCITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES March 13, 2007 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 13th day of March 2007. CALL TO ORDER The meeting was called to order at 7:32 a.m. by EDA President Bailey. Rnl I CAI I Members Present: Myron Bailey, EDA President Paul Poncin, EDA Member Pat Rice, EDA Vice President Gerry Weingartner, EDA Secretary /Treasurer Mike Wennen, EDA Member Jim Wolcott, EDA Member Members Absent: None Others Present: Howard Blin, Community Development Director Joe Fischbach, Management Analyst Ron Hedberg, Director of Finance & Administrative Services Ryan Schroeder, EDA Executive Director Ken Smith, Management Analyst Jesse Swenson, Management Analyst APPROVAL OF MINUTES A motion was made by EDA Member Wolcott to approve the February 13, 2007 Economic Development Authority minutes. Seconded by EDA Member Weingartner, All Present in Favor. DEVELOPMENT UPDATE EDA Executive Director Schroeder and Community Development Director Blin gave the EDA a Economic Development Authority - Minutes March 13, 2007 Page 2 development update. There is a declared moratorium against future billboard construction or alteration that will continue until May. The moratorium allows staff and the Council to consider the impacts of a new billboard product which amends the billboard face to that of a video screen. The water main extension at West Point Douglas Road will provide additional looping and water pressure for current and future projects on the west side of the Gateway North Redevelopment District. Construction Manager, Kraus - Anderson was awarded the construction contract for the proposed expansion of the Cottage Grove Ice Arena. The Hamlet Pond expansion project, which is a total of 15 acres, will be starting soon. The Jamaica Roundabout bid will be out in June. Norris Marketplace on Hadley and Grange will have retail, possibly restaurants, a courtyard on the corner, and a 2 -story medical office building. The Frattalone sight will realign East Point Douglas Road. The council approved "Comforts of Home" senior living and assisted living facilities which will house approximately 80 units. S & C Bank will be built off of Keats and 70 Street in Almar Village. Cottage Square Dental, located on 80 Street, would like to rezone from B1 to B2 and remove its existing building, which would allow for a 2- story building with retail on the bottom and the dentist office on the top. ANNUAL MEETING /ELECTION OF OFFICERS Nomination of EDA President Bailey to EDA President by EDA Member Wennen. Nomination of EDA Vice President Rice to EDA Vice President by EDA Member Wennen. Nomination of EDA Secretary /Treasurer Weingartner to EDA Secretary /Treasurer by EDA Member Wolcott. Motion by EDA Member Wennen to accept the nominations for officers, seconded by EDA Member Wolcott, All Present in Favor. OPUS CORPORATION PUBLIC SUBSIDY PUBLIC HEARING Staff is still negotiating the development agreement with OPUS. EDA President Bailey opened the public hearing. Motion by EDA Member Poncin to continue the public hearing until the April 10 2007 EDA meeting. Seconded by EDA Secretary /Treasurer Weingartner, All Present in Favor. EDA STRATEGIC PLAN Management Analyst Smith outlined the EDA Strategic Plan Retreat that will be held on Saturday, March 31. Barbara Strandell will facilitate the retreat. EDA members will receive questions from Management Analyst Smith before the retreat that will need to be returned by March 26. ACQUISTION OF JOE -BOB PROPERTY EDA Executive Director Schroeder asked the EDA members to approve the purchase of the 4.2 acre parcel along Highway 61 off of 80 Street. The land would be used for storm water holding. The cost of the parcel is $490,000 and EDA Executive Director Schroeder requested that the EDA members make a motion to approve the purchase of the parcel by the EDA using trust money, which would be reimbursed at a later date with storm water area fees. There was 2 Economic Development Authority - Minutes March 13, 2007 Page 3 a discussion between EDA members and staff regarding other possibilities including eminent domain. EDA member Wolcott made a motion that the parcel price was too much money and that staff should go back to the owners for a lower price. Seconded by EDA member Poncin, All Present in Favor. EDA President Bailey suggested that at the April 9 EDA meeting a resolution be made. AMENDMENT TO SUBORDINATION AGREEMENT /RESORTS AND LODGES EDA Executive Director Schroeder informed the EDA that the owners of Resorts and Lodges are requesting additional funds from the lenders in order to complete the building beyond the funds initially authorized. Therefore, the parties are requesting EDA subordination to this additional loan. The loan is in the amount of $90,000. EDA member Wolcott made a motion to approve the subordination. Seconded by EDA Secretary /Treasurer Weingartner. EAST RAVINE UPDATE Community Development Director Blin presented the EDA with an update on the East Ravine project. The key utility project necessary to develop Neighborhood 1 is the extension of a trunk sanitary sewer from Keats Avenue to Jamaica Avenue. The total cost of the trunk utility improvements is estimated at $4.3 million. Also, two streets projects are planned for the initial development of Neighborhood 1. The first is construction of Ravine Parkway east of Jamaica. The second street project being planned is reconstruction of Jamaica Avenue from Military Road to 70 Street. PFBA UPDATE EDA Executive Director Schroeder presented the EDA with an update on the PFBA contaminants in the city wells. There are 11 city wells in Cottage Grove and there are PFBA's in all of them with differing amounts. The city was notified about this issue in January, a community meeting was held in February, and the city staff is continually working with 3M, other elected officials and health officials regarding the issue. EDA GOLF TOURNAMENT UPDATE There is one foursome and one single person registered for the tournament to date. Invitations for the tournament will be mailed out at the end of April. Bruce Anderson is gathering quotes for possible premiums at this year's event and will bring samples to the April 9 EDA meeting. 4 Th ANNUAL BUSINESS SHOWCASE The EDA was thanked for being a sponsor of the Chamber event again this year. The event will be held on the 14 at the Armory. There will be 42 booths. It is a free event to attend. MEDIA UPDATE Economic Development Authority - Minutes March 13, 2007 Page 4 The EDA was presented with an article regarding reorganization of Anchor Bank. One of the new branch presidents is from the St. Paul Park branch. CALENDAR The EDA members were reminded of upcoming meetings and events. ADJOURN EDA Member Wolcott moved to adjourn the meeting.
