HomeMy WebLinkAbout2007-08-14 EDA MinutesCITY OF COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY MINUTES August 14, 2007 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 14th day of August 2007. CALL TO ORDER The meeting was called to order at 7:32 a.m. by EDA President Bailey. A motion was made by EDA Member Wolcott to approve the July 10, 2007 Economic Development Authority minutes as amended. Seconded by EDA Secretary /Treasurer Weingartner, All Present in Favor. DEVELOPMENT UPDATE EDA Executive Director Schroeder gave the EDA a development update. The second contractor for the second phase of the East Ravine utilities is on site this week. The Roundabout project may get a slip lane on to northbound Highway 61 by Labor Day weekend. The Colonial Commons project has been slowed because pipe conflicts the contractor was unaware of. Staff is unaware of any prospective purchasers of the HealthEast building. The Atkinson Cemetery project continues to progress. The sidewalk and apron were put in over the past several weeks and the fence is being constructed this week. EDA members were also provided with an updated building permits analysis by EDA Executive Director Schroeder. DEVELOPMENT AGREEMENT: WERNER ELECTRIC SUPPLY OF MINNESOTA EDA Executive Director Schroeder presented this item to the EDA. This development aligns with the goals identified in the 2007 -2012 Strategic Plan adopted by the EDA and ratified by the City Council in that it brings a corporate headquarters to the Industrial Park. The development would include approximately 36,188 square feet of office space and 86,400 square feet of warehouse space. Plans also include the option of expanding both the office and warehouse spaces. The intent is to purchase 49.98 acres and immediately deed back 1.45 acres for a future residential cul -de -sac. Of the remaining 48.53 acres it is proposed that Werner purchase approximately 20 acres for $2,273,832. The remaining 28.5 acres would be added to Hamlet Park for use as park land and storm water holding ponds. This land would be purchased using ED Trust Fund monies, storm water area (including MNDOT monies) and park dedication funds. Additionally, this development would generate $500,000 in present value tax increments. Members of the Werner team presented a site plan and architectural renderings and stood for questions from the EDA. EDA Member Poncin made a motion to authorize a purchase agreement with WAG Farms and development agreement with Werner Electric Supply of MN (and assigns) and request allocation of $500,000 from the ED Trust Fund toward project expenses, subject to City Attorney review and approval. Seconded by EDA Vice President Rice, All Present in Favor. STEERING COMMITTEE MEETING- COMPREHENSIVE PLAN UPDATE Community Development Director Howard Blin presented what the Comprehensive Plan Update Steering Committee has been working on. At their June meeting they discussed the land use plan and designating urban reserve in areas of the City. At the August meeting they discussed transportation. They will be meeting with the City Council in September. In October there will be a representative from Washington County at their meeting to discuss the Red Rock Corridor. 2 Economic Development Authority - Minutes August 14, 2007 Page 3 2007 EDA GOLF TOURNAMENT UPDATE Jesse Swenson gave the EDA an updated budget and registration numbers thus far for the 2007 event. CAI FNnAR The EDA members were reminded of upcoming meetings and events. MISCELANEOUS BUSINESS ITEMS None ADJOURN EDA Vice President Rice moved to adjourn the meeting.
