MINUTES
September 11, 2007
Pursuant to due call and notice thereof, a regular meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 11 th
day of September 2007.
CALL TO ORDER
The meeting was called to order at 7:32 a.m. by EDA President Bailey.

APPROVAL OF MINUTES
A motion was made by EDA Member Wolcott to approve the August 14, 2007 Economic
Development Authority minutes. Seconded by EDA Vice President Rice, All Present in Favor.

DEVELOPMENT UPDATE
EDA Executive Director Schroeder gave the EDA a development update. The East Ravine
projects first phase of sewer pipe was awarded by Council to Barbarossa and the Council
awarded SJ Louis Construction the open trench portion of the project. Both projects will be
complete by fall. The Roundabout project is all constructed in a closed condition although the
connections have not been done yet. Most of the landscaping for the Roundabout will be done
in spring 2008. The public infrastructure bid for Southpoint Ridge was awarded to Frattalone
Excavating. The Everwood subdivision is set to have 22 lots. The Werner Minnesota project
has been approved by all facets with a real estate closing set for October, and construction will
begin soon after the closing. EDA members were also provided with an updated building
permits analysis by EDA Executive Director Schroeder.
COTTAGE VIEW SITE
The PariPassu group had a 40 minute workshop with the Council earlier in the month to discuss
plans for the Cottage View site. The city still needs to look at the roadway, storm water and
other infrastructure costs, a transportation study of the area will also need to be done before any
approval occurs for the site. The PariPassu development schedule for the site includes a
possible early 2008 approval of the plan, soil exporting in 2009, and construction in 2009 -2010.
EDA Member Jurgens asked Howard Blin about the realignment of East Point Douglas Road
and County Road 19. These roads will require realignment with a lot of grading, plus East Point
Douglas Road will also need a transportation study. EDA Member Wolcott asked Howard Blin
about what stores PariPassu has been pursuing as tenants. Howard mentioned 2 to 3 big box
retailers besides Wal -Mart. EDA Member Wolcott would like to see unique stores and a very
specific PUD for the project. EDA President Bailey also commented that the stores need to be
linked and should not just be a Wal -Mart. EDA Member Jurgens stated that the project was not
unique and EDA Executive Director Schroeder asked how it could be more unique. Answers
included a smaller scale drive -in theatre with anywhere from 100 to 600 parking spots, although
PariPassu has stated that this type of development is not feasible. EDA Member Poncin
commented that it comes down to the mix of retailers and is concerned that the smaller stores
and restaurants at the front of the development will be continually vacant and to curb that
problem PariPassu should have multiple ideas for what can go into each pad. Howard Blin did
mention that PariPassu has a working list of restaurants that are possibly interested in this site.
EDA Member Poncin also stated that it would be nice to have 2 or more women's boutique
stores since there are no boutique stores in Woodbury, which would make the stores a draw
from women all over the area and a cluster of stores is necessary to create syneregy. EDA
Member Poncin also recommended that the fitness center and office space locations swap
parcels.
Other comments included: need for a traffic study and completion of the county /city
transportation plan; need to actively manage the design and activity associated with the

expected mining /grading permit; need to consider neighborhood impacts, setbacks and grades;
need to revisit the McCombs market study; need to maximize the development footprint for
taxable market value; need to identify specific unique features and stores; concerns regarding
the current economic conditions.
CALENDAR
The EDA members were reminded of upcoming meetings and events.
MISCELANEOUS BUSINESS ITEMS
EDA Executive Director Schroeder noted that at the October meeting there would be another
discussion on the Advance Fitness development. There might also be a discussion about a
possible development north of Ruby Tuesdays.
EDA Member Wolcott thanked the city staff for their hard work at the EDA golf tournament. He
suggested that the foursome photos be done again next year.
EDA Member Jurgens congratulated the EDA members on Werner Electric.
Howard Blin noted that Culvers has requested a site plan in front of Kohl's on the west side.

EDA Member Poncin moved to adjourn the meeting. Seconded by EDA Secretary /Treasurer
Weingartner, All Present in Favor, the meeting adjourned at 8:20 AM.
